September 16, 1999

A meeting of the Plymouth Housing and Redevelopment Authority was called to order by Chair Crain on
September 16, 1999 at 7:05 p.m. Chair Crain advised the Commission that he had submitted his
resignation from the HRA, effective October It as he will be moving out of Plymouth. , - Formatted
2. APPROVAL OF MINUTES
MOTION by Commissioner Commissioner Bildsoe, seconded by Commissioner Commissioner Brown,
to recommend approval of the August 12, 1999 minutes.
Vote. 5 Ayes. Motion adopted unanimously.
3. 1998 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SUMMARY OF
CONSOLIDATED PLAN PROJECTS AND ANNUAL CITIZENS' PARTICIPATION
MEETING
Chair Crain turned the meeting over to Housing Specialist Stoen. She explained the CDBG program and
the process by which we are required to submit an annual report to HUD. She noted Page 5, which lists
369 households served by this program during 1998. Letters of comment had been received from Family
Hope Services, Inc. and Greater Minneapolis Daycare Association (GMDCA) stating the need for
continued funding for their programs in Plymouth. Eric Zieske representing YMCA Point Northwest
Program for Runaway Youth thanked the board for funds provided to their organization. Commissioner
Henderson asked about Interfaith Outreach and Community Partners providingjobs for 20 persons. It
was explained that these 20 overlapped with the total of 45 clients. Planning commissioner Reinhardt
asked about program income. Housing Specialist Stoen explained that these are payments which come
back from the Rehab & First Time Homebuyer programs when the owners sell their homes before the
loan is totally forgiven. These are no interest loans, so only the principal amount of the loans are paid
back.
MOTION by Commissioner Bildsoe, seconded by Commissioner Michlitsch, recommending that the
HRA Board of Commissioners approve submission of the 1998 Summary of Consolidated Plan Projects
to the Department of Housing and Urban Development (IRM) prior to Septembers 28, 1998, with an
informational cony submitted to the Citv Council.

4. PLYMOUTH TOWNE SQUARE MONTHLY HOUSING REPORT
PTS Manager Burnham explained that they are planning for the 5- anniversary party on October 13thFormatted
She said today were able to extend a very low subsidyperson who had been waiting for one for Formatted
some time. Commissioner Bildsoe recommended that we have an HRA meeting at Towne Square.
Commissioner Bildsoe also brought up the fact that he would be interested in providing more very low
subsidies. PTS Manager Burnham said there is a great need for that. Mousing Supervisor Goldsmith Formatted

5. SUBORDINATION POLICY FOR FIRST TIME HOMEBUYER AND HOME
IMPROVEMENT LOANS
Housing Specialist Stoen discussed the subordination agreement process. She said we needed to set a
policy to follow. The only new item is 2E, which asks for income information. We felt it was necessary
to put a cap on refinancing for reasons other than a lower interest rate. Commissioner Henderson asked if
we ask for interest information. Housing Specialist Stoen said that we do and this could be added to the
oplicY-
MOTION by Commissioner Brown, seconded by Commissioner Bildsoe, recommending that the HRA
Board adopt the attached Subordination Policy to cover all HRA single family housing loans with a
change to ask for interest information.
Vote. 5 Ayes. Motion adopted unanimously.

6. AUTHORIZATION TO INITIATE PRELIMINARY PLANNING AND ACQUISITION
ACTIVITIES FOR OUTLOT D IN THE BASS LAKE HEIGHTS ADDITION
Housing Supervisor Goldsmith reported that since previous discussions we have received a formal
purchase price from the County of $40,000.00. Staff has estimated that $105,000 of CDBG funds would
pay for planning, acquisition, and site preparation for development of the property. Current zoning would
allow 3 units on the site. If we wish we could ask for rezoning and could get 4 units on the site. There
could be a possibility to do twinhomes or townhomes on the property. Housing Supervisor Goldsmith
said that he knows an architect that is interested in donating time to work on the project. After the HRA
approves the project we will have the architect develop preliminaryplans and invite homeowners in
the area to meet with him and the HRA. Comments have been mixed from the neighbors in the area if
these were to be low to moderate income homes. The impression is that single family homes would not
be viewed as unacceptable. Homes valued at $125,000 to $225,000 surround the property.
Commissioner Brown commented upon the importance of this development blending architecturally
the homes in the neighborhood. Supervisor Goldsmith commended that this is a concern of the staff as
well, that is to be addressed when we get into the design stage. He also explained that the HRA has the
option to develop the property itself or make the property available to private developers. In either case,
the HRA could have control over the design of the development. Commissioner Bildsoe asked about the
narrow trail portion of the lot. The trail portion would be offered to adjacent homeowners for additional

sideyards. One homeowner is definitely interested. Commissioner Henderson asked if CDBG funds are
included in the budget. They are. Commissioner Michlitsch asked about soil testing. Housing
Supervisor Goldsmith said the architect is confident the soil is good and Public Works has said the soil is
the same as the rest of the area. Planning Commission Liaison Reinhardt asked what the process is if the
HRA moves this forward and when could we expect to have some houses go up. Chair Crain thought it
would take about a year. Housing Supervisor Goldsmith said it depends on how controversial the project
becomes and whether we request rezoning. It could be ready to go next spring, if no significant City
approvals were required. If the HRA decides to select a private developer it will take longer.
MOTION by Commissioner Bildsoe, seconded by Commissioner Brown, recommending that the HRA
Board authorize staff to proceed with preliminary planning activities for development of Outlot D of the
Bass Lake heights Addition, invite neighboring property owners to an HRA meeting to comment upon
preliminary proposals for development of the site, and proceed with acquisition of the site from Hennepin
County contingent upon determination of the feasibility of development of the site. Costs related to these
activities are to be paid from the CDBG Affordable Housing development account. Commissioner
Brown asked that staff thank the architect for his assistance on behalf of the Board.

7. RESOLUTIONS AUTHORIZING SUBMISSION OF APPLICATIONS FOR THE
MINNESOTA DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT'S
CONTAMINATION CLEANUP PROGRAM AND THE METROPOLITAN COUNCIL'S TAX
BASE REVITABLIZATION ACCOUNT FOR THE PROPOSED VILLAGE AT BASSETT
CREEK DEVELOPMENT.
Housing Supervisor Goldsmith said that this will be the third application and hopes it will be the one that
works for Phase 2 of this development. We have improved the competitiveness of the proposal. We may
also consider additional tax increment funding, if the projections show that the length of the existing
district can be shortened. Funding is also needed for soil corrections on the site. It will be the City
Council's decision whether or not to put additional tax increment money into the development to make it
happen. Commissioner Henderson asked if it doesn't get approved this time what will happen. We
would have to re-examine the development to see if we could reduce the request for State and
Metropolitan Council funding in order to proceed. Our emphasis is on the proposed residential portion of
the site. The proposed office developer owns the entire site. Rottlund Homes has a purchase agreement
with the owner to develop the residential portion. Commissioner Brown asked what would make the
application more competitive. Housing Supervisor Goldsmith said that the City could provide more
funds, but we're hoping that conditions will be good to receive funding at this next round.
MOTION by Commissioner Bildsoe, seconded by Commissioner Michlitsch, recommending that the
HRA Board adopt HRA Resolution 99-16 authorizing submission of an application to the Minnesota
Department of Trade and Economic Development's Contamination Cleanup Grant Program for the
Village at Bassett Creek Development and 99-17 authorizing application for the Metropolitan Council's
Livable Communities Tax Base Revitalization Account.

8. RECOMMENDATION TO CITY COUNCIL REGARDING CONTINUED PARTICIPATION
IN THE METROPOLITAN LIVABLE COMMUNITIES ACT PROGRAMS FOR 2000.
This has come before us since 1995 and every year we have elected to participate in this program. There
are many benefits to the City including funding through a number of State and Metropolitan programs.
MOTION by Chair Crain, seconded by Commissioner Brown, that the HRA Board of Commissioners
move to recommend to the City Council that it elect to continue its participation in programs established
under the Metropolitan Livable Communities Act for 2000.
Vote. 5 Ayes. Motion adopted unanimously_
9. SCHEDULED ELECTION OF OFFICERS — verbal
Housing Supervisor Goldsmith asked for recommendations from the Board regarding election of officers.
Commissioner Bildsoe suggested holding the next meeting on October 14 h and holding election of _ - Formatted
officers at that time. The other Commissioners concurred and Chair Crain directed the October meeting
to be held on October 1e. Appropriate notices will be issued to advise the public of the change in the _ _ - Formatted

10. STATUS OF COMPREHENSIVE PLAN UPDATE — verbal report
Supervisor Goldsmith reported that the City Council, at the August 31' joint meeting with the Planning
Commission, selected the highest density alternative for the land use plan for the 2020 expansion of the
Metropolitan Urban Service Area (MUSA) in northwest Plymouth to be presented for a public hearing
and to be considered by the Planning Commission and Council. The Planning Commission will be
holding a public hearing on the 13r'' of October. HRA Commissioners may wish to attend the meeting for
informational purposes. The Planning Commission's recommendations are scheduled to be considered by
the City Council on October
19a`. The HRA could send a representative to speak or provide written
comments for the Planning Commission and Council to consider. Chairman Crain said he plans to be
there. He would speak in favor of the higher density. Commissioner Bildsoe indicated that he would
abstain on an HRA vote on this matter, as he has not decided how he will vote when this issue comes
before the City Council. It was suggested that we also send a written recommendation to the Planning
Commission.
MOTION by Chair Crain_ seconded by Commissioner Michlitsch for staff to draft a letter_ to be annroved
and signed by Chair Crain, in support of the new land use proposal for higher density development in the
2020 MUSA expansion area of northwest Plymouth and for Chair Crain to represent the HRA's position
in support of the proposal at the Planning Commission meeting on October 13a .

11. OTHER BUSINESS
Commissioner Bildsoe recommended holding an HRA meeting at Plymouth Towne Square. Chair Crain
thought it would be a good opportunity for Commissioners Henderson and Michlitsch to tour Plymouth
Towne Square. Commissioner Bildsoe felt that we should do this in November, December or Januar.
Housing Supervisor Goldsmith reported on Bassett Creek Commons, the HUD 46 unit Section 202 senior
housing at Revere Lane and Sixth Avenue developed and owned by the nonprofit CommonBond
Communities. Tenants began moving in on Sept. 1't. An open house is being planned and we will , , Formatted
receive invitations. Rottlund Homes will also participate in the open house to celebrate their townhomes.
Commissioner Henderson wanted to know what officers we will be electing and if there are description of
those jobs. Chair Crain said they are in the by-laws. [Copies of the HRA by-laws will be distributed at

Housing Specialist Stoen reported that CASA first time homebuyer mortgage funds from the Minnesota
Housing Finance Agency(MHFA) have been reserved for the Village At Bassett Creek Townhomes. The
HRA had annlied for these funds.
Commissioner Brown gave a thank you to Chair Crain for his service to the HRA Board.
