CALL TO ORDER A meeting of the Plymouth Housing and Redevelopment Authority was called to order by Chair Crain on May 20, 1999 at 7:15 p.m. 2. APPROVAL OF MINUTES MOTION by Commissioner Brown, seconded by Commissioner Helmken, to recommend approval of the April 16, 1999 minutes. Vote. 3 Ayes. Motion adopted unanimously. 3. PLYMOUTH TOWNE SQUARE MONTHLY HOUSING REPORTS Plymouth Towne Square Manager Burnham was not present and there were no questions regarding the monthly reports. 4. NOMINATION AND ELECTION OF OFFICERS Election was postponed until more Commissioners are present. Commissioner Helmken presented his resignation notice to the HRA Board, effective July 15, 1999. 5. SPONSORSHIP OF THE HOUSING LINK'S SUBSIDIZED HOUSING DIRECTORY Housing Supervisor Goldsmith explained that the HousingLink is a nonprofit agency that has produced a directory of subsidized rental housing in the Twin Cities area that is available to assist Plymouth residents looking for affordable housing. The HousingLink has requested a voluntary contribution from organizations using the directory and they in turn would be recognized in the directory as sponsors. Housing Supervisor Goldsmith recommended a $100 contribution. There are funds in the Consultant Account of the HRA General Fund budget to cover this donation. MOTION by Commissioner Crain, seconded by Commissioner Helmken, recommending that the HRA Board contribute $100 from the HRA General Fund Consultant Account to the HousingLink in support of its publication of a metropolitan subsidized housing directory. Vote. 3 Ayes. Motion adopted unanimously. 6. HRA STRATEGIC PLAN Commissioner Helmken commented that the "R" in HRA is the most important item to concentrate on in the future. Director Hurlburt showed a map with the locations identified by staff, consultants and the Planning Commission, as part of the process for updating the City's Comprehensive Plan, that include areas which may be ready for redevelopment, currently undeveloped, or no longer appropriate for its designated use. Commissioner Helmken inquired as to the time frame for doing this planning. Director Hurlburt replied that it will be a fast time frame. There will be a joint Plymouth Housing and Redevelopment Authority May 20, 1999 Page #2 meeting on the Comprehensive Plan Update with the City Council and Planning Commission on Tuesday, May 25th at 7:00 p.m. in the Public Safety Trailing Room. Commissioner Helmken suggested trying another affordable housing development such as Plymouth Towne Square. He also commented that the Shenandoah siding project was a big improvement recommended by the HRA Board. He did say that adding another staff person to the HRA department is a definite need Housing Director Hurlburt said that we are in the process of putting together the new budget and will include recommendation for an additional staff person. Commissioner Brown asked for suggestions as to how we should translate these issues into recommendations and policy. Housing Director Hurlburt suggested prioritizing the major areas and subdivisions within them. Chair Crain suggested redevelopment as the top priority with an emphasis on affordable housing. He also felt that the HRA becoming the lead agency on social services should be at the top of the list. It was the feeling of the Board that a lower level priority be given to business retention. At this point in time this is not a concern due to lack of business investment in the City. However, Commissioner Brown suggested that it be monitored in such a way that if things begin to move in the wrong direction we could respond very quickly. Housing Director Hurlburt stated that some of this is being done in the Assessing Department but the information is not shared. emell 0 so 104 M.11110 10 &I$i 11411101[e30):ZK/]/IWN11:104 GyW11W4_V111W17_UYII_VIIIā€¢/II_11;i-11I1ZIl:I:L's1.11101"ON1k Housing Director Hurlburt advised the Board that a draft of the Housing Plan element of the Comprehensive Plan may be ready for review with the HRA at its August 19th meeting. The HRA could receive public comments at its June meeting regarding the update of the City's Housing Plan before the actual work on the first draft begins. It was recommended that we move the June 17th th meeting to June 14th because several Commissioners will not be available on the 17 . In addition, the HRA may need to either change the date for the July meeting or hold a second meeting if the Year 2000 HRA budgets are not ready for review by the Board. MOTION by Chair Crain, seconded by Commissioner Helmken recommending that the HRA Board move its regular June 17th meeting to Monday, June 14th and authorize staff to provide public notice to solicit public comment at this meeting on the update of the Plymouth Housing Plan and in addition, staff specifically invite a selection of housing developers, community social service agencies, the Plymouth Business Council, the Plymouth Housing Alliance, and the Plymouth - Wayzata Community Housing Coalition to this meeting.
