PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY
January 21, 1999

1. CALL TO ORDER
A meeting of the Plymouth Housing and Redevelopment Authority was called to order by Chair
Crain on January 21, 1999 at 7: 1Op.m.
2a. APPROVAL OF MINUTES
MOTION by Chair Crain seconded by Commissioner Brown, to recommend approval of the
November 19, 1998.
Vote. 3 Ayes. Motion adopted unanimously.
2b. APPROVAL OF MINUTES
MOTION by Chair Crain, seconded by Commissioner Brown, to recommend approval of the
December 10, 1998 minutes.
Vote. 3 Ayes. Motion adopted unanimously.
3a. PLYMOUTH TOWNE SQUARE MONTHLY REPORT
Plymouth Towne Square Manager Burnham stated that letters were mailed to applicants on the
waiting list to update the list. There were no questions about the November financial report.
3b. PLYMOUTH TOWNE SQUARE 1998 RESIDENT SATISFACTION SURVEY
The annual survey forms are sent out by Walker to the managers of each facility and then distributed
to the residents. Towne Square continues to receive the highest ratings among all Walker managed

maintenance at the buildingissues, iie should improve now that new caretakers have been hired. A
discussion was held regarding the serving of mealsfeed at the facility. It was aid -noted that
this had neve not been a factor consideration when the building was beteg ltplanned.. Manager
Burnham indicated that they would survey the tenants in the future to determine if there was a
significant interest by residents for some type of meal program.
3c. PLYMOUTH TOWNE SQUARE 1999 CAPITAL EXPENDITURES
Housin,. SupeF oFHRA Supervisor Goldsmith explained that the water seepage „r problem in
the garage could be corrected with the use of roof gutters rather than the drain tile that had been
previously_ suggested. The proposal for replacement of computers was discussed. They combined

the residents. Plymouth Towne Square Manager Burnham explained that a peFso}rlocal high school
student has been volunteering to help the -residents interested in working with a donated the

MOTION by Commissioner Bildsoe, seconded by Commissioner Brown, recommending that the
HRA Board approve the expenditure of $2,811.00 for additional roof gutters in -lieu of the budgeted
drain tile to correct the garage water problem and $5,870.86 for the replacement of computer
equipment as recommended by Walker Development and Management from funds in the Plymouth
Towne Square 1999 Operating Budget with the additional $182 to cover the overage coming from
the Wood Chip Replacement item in the Budget to eove.. the ever -age.
Vote. 3 ayes. Motion adopted unanimously.
4. SECTION 8 PROGRAM EXPENDITURES AND USE OF ACC PROJECT RESERVE
Housing Sure, soFHRA Supervisor Goldsmith reviewed the fact thatsituation regarding the over -
leasing of Section 8 certificates ^ 41 ineuF ^ defw t by f4sea yeaF O^a of Ame Zn 1999. He
said the response from HUD has been very favorable. They approved the use of ACC Project
Reserves and also have told us we may issue the fifteen newly awarded certificates to current
qualifying participants and the new funding increment has been dated December 1, 1998.
Commissioner Brown asked what Mainstream Certificates are. They are to be used for disabled
persons only. We will issue them to current quahuffymgparticipants with an effective date of
December 1, 1998. This will allow us to maximize the administrative fees earned from these
certificates and avoid the deficit that had been attributed to overleasing.
MOTION by Commissioner Bildsoe, seconded by Commissioner Brown, adopting HRA Resolution
99-01, authorizing the Executive Director to execute a revised budget and requisition incorporating
the use of the project reserves, as directed by HUD.
Roll Call Vote. 3 Ayes. Resolution 99-01 adopted unanimously.
5. PLYMOUTH ECONOMIC DEVELOPMENT FUNDP( EDF)
Housing -Director Hurlburt explained how changes within the Value Rx company affected -delayed
finalization of their financing from the Minnesota Department of Trade and Economic Development

met. The company has created approximately 475 jobs and 180 of these pay more than $19 an hour.

that will be deposited into the Economic Development Fund. _Director Hurlburt said we
will need to discuss how to market this program. Any changes in the PEDF Guidelines will need to

clause as stated in the guidelines and feels this might need to be changed. Commissioner Bildsoe

sufficient amount of money in place. Thisis tThe best time to make changes would be before we
actually market itthe propram.
It is -was recommended by general consensus that the urn Board Members review the Guidelines in
preparation for future discussions on implementation of the Plymouth Economic Development Fund
Revolving Loan Program.

6. REVIEW OF HRA STRATEGIC PLAN
Commissioner Bildsoe stated his thoughts for on a strategic plan. Some activities to be addressed
are redevelopment and economic development. The housing issue in Plymouth has been dealt with
very well, however, affordable housing will be an issue during the next ten years. Commissioner
Bildsoe feels the HRA is the place to address these issues, not the City Council. 41eic Director
Hurlburt suggested we decide how to revisit the strategic plan. Commissioner Bildsoe would like to
see what other HRA's are doing and suggested South St. Paul, Bloomington, Washington County,
or St. Cloud. Commissioner Brown suggested we do an environmental analysis. We ean use

7. HENNEPIN COUNTY HOUSING AND REDEVELOPMENT AUTHORITY
PROGRAMS
HRA Supervisor Goldsmith explained that this notifrcation from
Hennepin County -is basically a formality. It is beneficial to the City. The City of Plymouth should
be added to page 2 of the letter from Hennepin County Housing and Redevelopment Authority
HCMRA the 4d property inspections and monitoring. A letter will be drafted to request the
correction.

notification from the HCHRA, other than to request a correction addingt Plymouth to the list of
cities excluded from HCHRA's property inspection and monitoring of the 4d property tax program,
thus allowing the HCHRA to operate the other specified programs within the City of Plymouth.
8a. COMMUNITY HOUSING FORUM
HRA Supervisor Goldsmith passed out a notice inviting persons
interested in affordable housing to attend a forum on February 23, 1999 at Messiah United Methodist
Church in Plymouth. Housing Supel isorHRA Supervisor Goldsmith is recommending that the
HRA become a sponsor of the Forum along with Interfaith Outreach and Community Partners,
PRISM, MICAH, and a number of churches in the community
Since this meetingthehe Plymouth -Wayzata Chapter of the League of Woman Voters has also agreed
to sponsor the Forum.] We can provide advertising and alsosupport staff support.

Plymouth HRA be a sponsor of ^ FF -a^hio uousingthe Affordable Housing Forum.

8b. WEST SUBURBAN LEGISLATIVE FORUM

forum with a group of local legislators sponsored by_MICAH to promote affordable hHousing
