R ESOLUTION A WARDING C ONTRACT FOR THE Z ACHARY W ATER T REATMENT P LANT
C OATINGS R EHABILITATION P ROJECT – P HASE 2
WHEREAS, pursuant to an advertisement for bids for the Zachary Water Treatment Plant
Coatings Rehabilitation Project – Phase 2 bids were received, opened and tabulated according to State
law, and the following bids were received complying with the advertisement:
Contractor Total Base Bid
Elevation Coating, LLC $798,750.00
Champion Coatings, Inc. $899,500.00
Swanson & Youngdale $957,112.33
TMI Coatings, Inc. $1,479,130.00
Classic Protective Coatings, Inc. $1,550,700.00
Osseo Construction Co., LLC $1,850,000.00
Engineers Estimate $938,500.00
WHEREAS, it appears that Elevation Coating, LLC from St. Cloud, MN is the lowest responsible
bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Elevation Coating, LLC.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. That the Mayor and City Manager are authorized and directed to execute contract with
Elevation Coating, LLC for the Base Bid for the Zachary Water Treatment Plant Coatings
Rehabilitation Project – Phase 2 according to the plans and specifications therefore
approved by the City Council and on file in the office of the City Engineer in the amount of
$798,750.00.
2. In addition to the Coatings Rehabilitation Project – Phase 2 in the amount of $798,750.00,
the project shall include 12% for engineering and administration in the amount of
$111,250.00, and 5% for contingency in the amount of $45,000.00 for a total project cost of
$955,000.00.
BE IT FURTHER RESOLVED that the funding for this project shall be from the Water Fund in the
amount of $955,000.00.
APPROVED by the City Council on this 30th day of August, 2022.
