HomeMy WebLinkAboutCity Council Resolution 2022-227 C ITY OF P LYMOUTH R ESOLUTION N O. 2022-227 R ESOLUTION A PPROVING THE A PPLICATION AND A LLOCATION OF F ISCAL Y EAR 2022 C OMMUNITY D EVELOPMENT B LOCK G RANT P ROGRAM F UNDS WHEREAS, the City of Plymouth, as an entitlement community, participates in the Community Development Block Grant Program (CDBG); and WHEREAS, the City of Plymouth has developed a proposal for the use of CDBG funds, and held a public hearing on February 24, 2022, to obtain the views of citizens on the proposed use of $292,810 in grant funding plus $40,000 in anticipated program income funds for the 2022 Community Development Block Grant Program; and WHEREAS, as a result of a decrease in federal CDBG funding to $281,379, the City of Plymouth reissued a thirty-day public comment period from July 28, 2022 to Augugst 30, 2022; and WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program Year 2022 given the reduction in federal funding. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby authorizes the City Manager to apply for 2022 Community Development Block Grant funds totaling $281,379, in addition to $40,000 in anticipated program income, for a total of $321,379 from the U.S. Department of Housing and Urban Development for the following allocations: 1. Housing Rehabilitation Grant/Loans 108,569.00 2. First Time Homebuyer Program 69,000.00 3. Homes Within Reach Land Trust 60,000.00 4. Senior Community Services 16,000.00 5. Tree House 15,000.00 6. Interfaith Outreach 10,000.00 7. People Responding in Social Ministry (PRISM) 9,000.00 8. HOME Line 5,400.00 9. Lutheran Social Services of MN 3,000.00 10. Fair Housing Activities 3,000.00 11. Program Administration 22,410.00 Total $321,379.00 BE IT FURTHER RESOLVED, that if there is an increase or decrease in the anticipated funding amount for the 2022 CDBG fiscal year, the Housing Rehabilitation Grant/Loan Program allocation will be increased or decreased accordingly. BE IT FURTHER RESOLVED, that all CDBG program income may be used to cover expenses generated in any existing CDBG program or activity and not just expenses related to the activity generating the income. Resolution 2022-227 Page 2 BE IT FURTHER RESOLVED, that all unexpended 2021 CDBG funds be allocated to the same program activity in 2022 unless otherwise reallocated by the City Council.
