Regular City Council Meeting
June 28, 2022
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on June 28, 2022.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Roehl, Prom, Willis, Carroll, McGregor, and Davis.
COUNCIL ABSENT: None
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Community and Economic
Development Director Parr, Public Works Director Thompson, Public Safety Director Fadden, Fire Chief
Coppa, Park and Recreation Director Tomlinson, Interim Human Resources Director Moreen, Planning
Manager McGuire, Assistant Public Works Director/City Engineer LaBounty, Housing and Economic
Development Manager Pohlman, Finance Manager Rhode, City Attorney Mattick, and City
Clerk/Administrative Coordinator Gallup.
Plymouth Forum
Brad Boltz, 9523 Pineview Lane North, expressed his concern over an incident that occurred with law
enforcement. He notified City Council of his intent to file a lawsuit against Public Safety Director Fadden
and the City. Mayor Wosje suggested more discussions with the Chief at a later time.
Presentations and Public Information Announcements
Mayor Wosje announced his bid for reelection.
Councilmembers Prom and Roehl also announced they will not be serving another term.
Approval of Agenda
Motion was made by Councilmember McGregor, and seconded by Councilmember Prom, to approve the
agenda. With all members voting in favor, the motion carried.
Consent Agenda
Motion was made by Councilmember Prom, and seconded by Councilmember Carroll, to adopt the
Consent Agenda that included the following items:
(6.1) Council Minutes from Special Meeting and Regular Minutes of June 14, 2022.
(6.2) Resolution Approving Disbursements ending June 17, 2022 (Res2022‐169).

(6.3) Ordinance Amending Sections 105, 200 and 1150 of the City Code Concerning Complying with
Current Practices and State Statutes (Ord2022‐09), Resolution Approving Summary Publication of
Ordinance No. 2022‐09 (Res2022‐170).
(6.4) Resolution Appointing Vacant Terms on Environmental Quality Committee (Res2022‐171).
(6.5) Resolution Approving a Conditional Use Permit for Property Located at 12975 16th Avenue
(2022041) (Res2022‐172).
(6.6) Resolution Approving Final Plat and Development Contract For “Kate Lorraine” to be Addressed
10010 6th Avenue (2022039) (Res2022‐173).
(6.7) Resolution Approving a Variance for Britta Retrum for Property Located At 17330 County Road

(6.8) Resolution Awarding Contract for The Lancaster Lift Station Pump Replacement (SS210001)

(6.9) Resolution Awarding Contract for the Well No. 7 Maintenance Project (WA229001) (Res2022‐

(6.10) Resolution Authorizing the Plymouth Police Department to Participate in the Auto Theft Grant
Prevention Program (Res2022‐177).
(6.11) Resolution Approving Temporary Liquor License Application of Mount Olivet Lutheran Church
(Res2022‐178).
With all members voting in favor, the motion carried.
Public Hearings
(7.1) Public Hearing on Vacation of Right‐Of‐Way and Drainage and Utility Easements at 10000
Highway 55, Bassett Creek Apartments
Public Works Director Thompson presented this item.
Mayor Wosje opened the public hearing.
Mayor Wosje closed the public hearing.
Motion was made by Councilmember Prom, and seconded by Councilmember Carroll, to adopt
Resolution Approving the Vacation of Utility Easement No 4298133 within Lot 1 Block 1, Groves Office
Park (Res2022‐179), Resolution Approving the Vacation of Watermain Easement No 3745345 within Lot
1 Block 1, Groves Office Park (Res2022‐180), Resolution Approving the Vacation of a Portion of Drainage
and Utility Easement within Lot 1 Block 1, Groves Office Park (Res2022‐181). With all members voting in
favor, the motion carried.

(7.2) Public Improvement and Assessment Hearing for the 15th Avenue Improvement Project
(ST220003) (Continued from May 24)
Public Works Director Thompson presented this item and reviewed the joint powers agreement
between the city of Plymouth and Medicine Lake. Public Works Director Thompson recommended no
action and to wait until Medicine Lake reissues the project.
Mayor Wosje reopened public hearing.
Mayor Wosje closed the public hearing.
City Attorney Mattick clarified it is not necessary to hold over the public hearing due to a lack of motion.
General Business
(8.1) Award Contract for Comstock Lane and Schmidt Lake Road Intersection Improvements
(ST220002)
Deputy Public Works Director/City Engineer LaBounty presented this item.
In response to questions from the Council, Deputy Public Works Director/City Engineer LaBounty and
Public Works Director Thompson provided the following information:
Mailings have been sent to residents
Construction will be staggered to allow for continued road access
City Council could increase the size of the shoulders to 8 feet adding usable turn lanes
Total cost would be approximately $571,000 that includes the $47,000 alternate bid
Traffic study is completed and timeline is July 18, 2022‐August 19, 2022
Public Safety Director Fadden provided crash data to City Council.
Don Hoffert, 16809 49th Place N., spoke on behalf of the HOA and suggested moving the median back.
Gerald Chesak, 49542 Comstock Lane, expressed his concern over increased speed on the bridge.
Deputy Public Works Director/City Engineer LaBounty suggested reducing speed over the bridge, caution
signs, blind intersections signs, and an extension of the median.
In response to questions from the Council, Deputy Public Works Director/City Engineer LaBounty and
Public Works Director Thompson provided the following information:
These improvements will create a clear line of sight for drivers
Winter snow plowing has been vetted through the street department and is accessible
Will take concerns back to engineers
Public Safety Director Fadden clarified the statute regarding traffic violations when making a right hand
turn from a shoulder.

The Council also discussed whether to make it a right turn only lane or leave it as a widened shoulder.
Public Works Director Thompson stated he will bring this back to the engineers to determine if it can be
changed to a right turn only and suggested not making it part of the resolution but simply address the
engineers regarding this concern.
Motion was made by Councilmember Carroll, and seconded by Councilmember Davis, to adopt
Resolution Awarding Contract for the Comstock and Schmidt Lake Intersection Improvement Project
with a thorough understanding of the Traffic Study (ST220002) (Res2022‐182). With Mayor Wosje and
Councilmembers Davis, Willis, Carroll and Roehl yes, and Councilmembers Prom and McGregor voting
no, the motion carried.
A friendly amendment was offered to seek more details from the traffic engineer regarding a possible
change of the shoulder to become solely a designated right turn lane.
City Attorney Mattick clarified this can be requested of City Manager Callister and he will report back to
City Council members. Public Works Director Thompson reiterated his department and the Public Safety
Department will do what they can to encourage safety and reduce speed.

Mayor Wosje adjourned the regular meeting at 8:23 p.m.
