Planning Commission Meeting
June 15, 2022
Chair Boo called a Meeting of the Plymouth Planning Commission to order at 7:00 p.m. in the
Council Chambers of City Hall, 3400 Plymouth Boulevard, on June 15, 2022.
COMMISSIONERS PRESENT: Chair Michael Boo, Commissioners Marc Anderson, Donovan
Saba, Julie Pointner, Julie Olson, and Clark Gregor.
COMMISSIONERS ABSENT: Bryan Oakley
STAFF PRESENT: Planning and Development Manager Chloe McGuire, Senior Planner Lori
Sommers
Chair Boo led the Pledge of Allegiance.
Plymouth Forum
Approval of Agenda
Motion was made by Commissioner Pointner, and seconded by Commissioner Olson, to approve
the agenda. With all Commissioners voting in favor, the motion carried.
Consent Agenda
(4.1) Planning Commission minutes from meeting held on June 1, 2022.
(4.2) Variance for a six-foot high privacy fence and gate to be located in a front yard for
property located at 17330 County Road 24 (Britta Retrum - 2022040)
Motion was made by Commissioner Anderson, and seconded by Commissioner Saba, to approve
the consent agenda. With all Commissioners voting in favor, the motion carried.
Public Hearings
(5.1) Conditional use permit to allow an indoor commercial recreation use in the I-2
zoning district at 12975 16th Avenue (The Vibe Dance and Fitness, LLC -- 2022041)
Senior Planner Sommers provided an overview of the staff report.

Commissioner Anderson commented that this is proposed to expire after one year and asked
what would happen after that time.
Senior Planner Sommers replied that this CUP would run with the land and only allow a dance
studio.
Commissioner Anderson referenced condition 4B and asked for clarification.
Senior Planner Sommers replied that if the project does not move forward to construction, the
CUP would expire one year from approval.
Commissioner Gregor asked where the facility would be located in the building.
Senior Planner Sommers identified the location of the building where this would be located, near
the main entrance.
Commissioner Gregor commented that this seems to make sense.
Chair Boo introduced Cortney Colich, the applicant, who stated that she is present to answer any
questions as the owner of the company which has been in operation for about three years. She
stated that she is excited about the new location in Plymouth.
Commissioner Saba referenced the hours of operation proposed and asked if there would be
activities outside of those hours.
Ms. Colich replied that her clients are aged five through 18, therefore the hours are based on
those kids being in school and other activities during the daytime hours. She stated that this is a
boutique training program and therefore they would within those hours.
Chair Boo asked where the business is currently located.
Ms. Colich replied that she is located on Wayzata Boulevard in Minnetonka. She noted that strip
mall is being torn down and will be replaced with a car dealership.
Chair Boo opened the public hearing.
No comments.
Chair Boo closed the public hearing.
Commissioner Anderson commented that this seems straightforward and will provide more
options for recreation. He noted that the hours would also not compete with the other uses for
parking.
Motion was made by Commissioner Anderson, and seconded by Commissioner Olson, to
recommend approval of a resolution approving a Conditional Use Permit for the property located
at 12975 16th Avenue North subject to the conditions in the draft resolution.

Further discussion: Commissioner Pointner commented that her daughter was a classical
ballerina and wished this business existed at that time.
With all Commissioners voting in favor, the motion carried.
New Business
(5.1) City Center Update
Senior Planner Sommers provided an update on the City Center 2.0 Plan.
Commissioner Pointner asked for more information on transportation, such as buses.
Senior Planner Sommers stated that the city is anticipating a bus stop in City Center to create
better connectivity.
Commissioner Pointner asked if a parking ramp would be needed or whether the existing parking
would be sufficient.
Senior Planner Sommers commented that she believes some additional parking would be needed,
noting the possibility for shared parking or enhanced parking that could facilitate two needs.
Commissioner Olson referenced the residential housing and asked if that is shown in white on
the plan.
Senior Planner Sommers confirmed that housing could be a portion of that but noted that some
would be mixed use with a street level use.
Commissioner Gregor asked if the spine would be Plymouth Boulevard or 36th, or both.
Senior Planner Sommers replied that there is an existing sidewalk to the east of the library which
goes through the middle of a block which is why it is called the spine. She stated that originally
it was intended to go through the entire City Center and therefore they will most likely attempt to
extend that through the middle blocks.
Commissioner Gregor commented that he would love to see more density in that space, with
housing and mixed use. He asked if the red dashed lines are bike paths or walking paths.
Senior Planner Sommers explained that the dashed lines identified the different areas within City
Center.
Commissioner Gregor referenced the Lifetime parking lot that has three buildings sketched in
and asked for details.
Senior Planner Sommers replied that the city owns that site and has a long-term lease with
Lifetime. She stated that when this plan was developed, they worked with the consultant to

ensure that no parking would be lost with any changes. She noted that this is an idea of what
could happen in that area.
Chair Boo asked the current zoning and guidance for this area.
Senior Planner Sommers explained that the City Center has four different districts with varying
uses. She confirmed that this area has special zoning that is not found anywhere else in the
community.
Chair Boo asked the status of this plan.
Senior Planner Sommers replied that the plan was accepted by the city council in January of
2021.
