May 24, 2022
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Council
Chambers of Plymouth City Hall, 3400 Plymouth Boulevard, on May 24, 2022.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, Prom, Roehl, and
McGregor.
PLYMOUTH COUNCIL ABSENT: Davis.
PLYMOUTH STAFF PRESENT: City Manager Callister, Community and Economic Development Director
Parr, Public Safety Director Fadden, Fire Chief Coppa, Interim Director Park and Recreation Northway,
Assistant City Engineer Payne, Recreation Manager Hemp, Housing and Economic Development Manager
Pohlman, Building Official Jenkins, and City Clerk/Administrative Coordinator Gallup.
HOUSING AND REDEVELOPMENT AUTHORITY PRESENT: Soderberg, Larson, Spoonheim, Williams,
Whitfield, and Peterson.
HOUSING AND REDEVELOPMENT AUTHORITY ABSENT: Kelner.
Overview of Tax Increment Financing (TIF) and Potential Uses
Ehlers provided an overview of Tax Increment Financing (TIF), how it has typically been utilized in the
City of Plymouth, as well as other ways that it can be utilized in the future to support things such as
affordable housing.
Strategic Plan Priorities
Pohlman provided an overview of the strategic plan and brought forward two key initiatives to discuss
and receive further direction from the City Council.
The City Council and Housing and Redevelopment Authority (HRA) asked questions and provided
feedback on the draft Moderate‐Income Housing Policy and draft Renter Protection Ordinance.
HRA Priority 2022 Action Items
Pohlman discussed the HRA’s six priorities in 2022.

Future Study Sessions
The following meeting change was made:
Add second agenda item to the 5 p.m. June 14 Study Session to discuss a sketch plan review for
the Enclave Development.
Adjournment
Mayor Wosje adjourned the meeting at 6:50 p.m.
