Regular City Council Meeting
May 10, 2022
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on May 10, 2022.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Carroll, Roehl, Davis, McGregor, and Willis.
COUNCIL ABSENT: Councilmember Prom.
STAFF PRESENT: City Manager Callister, Public Works Director Thompson, Engineer Services Manager
McKenzie, Public Safety Director Fadden, Fire Chief Coppa, Interim Director Park and Recreation
Northway, Deputy Director Park and Recreation Thomlinson, Planning Manager McGuire, Senior Planner
Drill, Building Official Jenkins, City Attorney Mattick, and City Clerk/Administrative Coordinator Gallup.
Plymouth Forum
There was no one present to address the Council.
Presentations and Public Information Announcements
(4.1) Proclaim May 15‐21 as “National Public Works Week” (Mayor Jeffry Wosje) Proclamation
Public Works Director Thompson highlighted the successes of the Public Works Department. Mayor
Wosje read the proclamation and proclaimed the week of May 15‐21, 2022, as National Public Works
Week.
Approval of Agenda
Motion was made by Councilmember Willis, and seconded by Councilmember Carroll, to approve the
agenda. With all members voting in favor, the motion carried.
Consent Agenda
Item No. 6.5 was removed from the Consent Agenda and placed under General Business as No. 8.3.
Motion was made by Councilmember Willis, and seconded by Councilmember Carroll, to adopt the
Consent Agenda that included the following items:
(6.1) Council Minutes from Special Meeting and Regular Minutes of April 26, 2022.

(6.2) Resolution Approving Disbursements ending April 29, 2022 (Res2022‐134).
(6.3) Resolution Approving Acquisition of Easements at 1210 Ives Lane for the Hidden Lake and
Beacon Heights 2nd Street Reconstruction Project (ST229001) (Res2022‐135), Resolution Approving
Acquisition of Easements at 1225 Ives Lane for the Hidden Lake and Beacon Heights 2nd Street
Reconstruction Project (ST229001) (Res2022‐136), Resolution Approving Acquisition of Easements at
1160 Evergreen Lane for the Hidden Lake and Beacon Heights 2nd Street Reconstruction Project

(6.4) Ordinance Amending Chapter 21 of the City Code to Amend PUD 91‐1 (Seven Ponds North)
Amendment for Plymouth Station for Property Located at 16895 County Road 24 (2021055) (Ord2022‐
06), Resolution Approving Summary Publication of Ordinance No. 2022‐06 (Res2022‐138), Resolution
Approving a PUD Amendment for JPMorgan Chase Bank Located at 16895 County Road 24 (2021055)
(Res2022‐139), Resolution Approving Findings of Fact for Amending the Zoning Ordinance Text Related
to Plymouth Station PUD for Property Located at 16895 County Road 24 (2021055) (Res2022‐140).
(6.5) (This item was removed from the Consent Agenda and placed under General Business as item
No. 8.3).
(6.6) Resolution Approving a Site Plan Amendment, Conditional Use Permit Amendment and Variance
for Hennepin County Facilities Services for Property Located at 1145 Shenandoah Lane (2022020)
(Res2022‐141).
(6.7) Resolution Approving Minnesota Financial Crimes Task Force Joint Powers Agreement (Res2022‐
142).
(6.8) Resolution Approving a Site Plan Amendment and Conditional Use Permit Amendment for
Zachary Playfields for Property Located at the Northwest Quadrant of County Road 9 and Zachary Lane,
PID Number 14‐118‐22‐11‐0007 (2022031) (Res2022‐143).
With all members voting in favor, the motion carried.
Public Hearings
There were no public hearings.
General Business
(8.1) Approve Rezoning and Preliminary Plat for Vicksburg Ridge 2nd Addition for Property Located
at 4430 Vicksburg Lane (TTD Land Holdings, LLC ‐‐ 2022‐008)
Senior Planner Drill presented this item.
In response to questions from the Council, Senior Planner Drill provided the following information:

There will be no entrance to development from Vicksburg Lane
Applicant will provide adequate tree protection fencing between developments
Complies with all zoning requirements and will come back to City Council for final plat approval
Making this a conservation easement has not been discussed
Motion was made by Councilmember Willis, and seconded by Councilmember Roehl, to adopt
Ordinance Amending Chapter 21 (Zoning Ordinance) of the City Code to Reclassify Certain Land Located
at 4430 Vicksburg Lane (2022‐008) (Ord2022‐07), Resolution Approving Findings of Fact for Rezoning of
Land Located at 4430 Vicksburg Lane (2022‐008) (Res2022‐144), Resolution Approving Preliminary Plat
for Roughly 10 Acres Located at 4430 Vicksburg Lane (2022‐008) (Res2022‐145). With all members
voting in favor, the motion carried.
(8.2) Adopt Special Assessment for 17405 45th Avenue within the Pineview Lane and Plum Tree
East Rehabilitation Project (ST229002)
Mayor Wosje stated this item was held over from last City Council meeting.
Per request of the Council, City Attorney Mattick clarified the full assessment amount is in the
agreement and will not certify it for payable 2023 allowing more time to collect assessments without
the HOA having to pay extraordinary costs to collect the assessment outside their normal dues process.
Motion was made by Councilmember Willis, and Seconded by Councilmember Carroll, to adopt
Resolution Approving Special Assessment Agreement and Adopting Assessment for 17405 45th Avenue
N as part of the Pineview Lane and Plum Tree East Rehabilitation Project (ST229002) (Res2022‐146).
With all members voting in favor, the motion carried.
(8.3) Approve Abatement of Hazardous Building at 3015 East Medicine Lake Boulevard (previously
item No. 6.5)
Councilmember Davis stated he pulled this item from the Consent Agenda because he was concerned
about a similar property on West Medicine Lake Road. Mayor Wosje stated that property is planned to
be on the agenda at the May 24, 2022 City Council meeting. Mayor Wosje also clarified the property on
West Medicine Lake Road has not been noticed yet so it cannot be discussed tonight. City Attorney
Mattick explained it will be discussed in the same format as this property on East Medicine Lake
Boulevard.
Motion was made by Councilmember Roehl, and seconded by Councilmember McGregor, to adopt
Resolution Ordering Repair or Removal of Hazardous Building (Res2022‐147). With all members voting in
favor, the motion carried.
Reports and Staff Recommendations
Mayor Wosje provided a short summary on the performance review of City Manager Callister from
2021‐2022 and stated City Manager Callister’s ratings meets expectations and beyond.

Adjournment
Mayor Wosje adjourned the regular meeting at 7:23 p.m. to attend the City Manager’s Quarterly
Meeting.
