Special Council Meeting
April 26, 2022
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Medicine
Lake Room of Plymouth City Hall, 3400 Plymouth Boulevard, on April 26, 2022.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Carroll, Prom, Roehl, Willis, and
McGregor.
PLYMOUTH COUNCIL ABSENT: Councilmember Davis.
PLYMOUTH STAFF PRESENT: City Manager Callister, Public Works Director Thompson, Deputy Public
Works Director/City Engineer LaBounty, Community and Economic Development Director Parr, Public
Safety Director Fadden, Fire Chief Coppa, Interim Director Park and Recreation Northway, Deputy
Director Park and Recreation Thomlinson, Deputy Police Chief Kuhnly, Recreation Manager Hemp,
Finance Manager Rhode, and City Clerk/Administrative Coordinator Gallup.
Update on the American Rescue Plan Act (ARPA) Funds
Finance Manager Rhode presented the Council with an update on the final rule for the American Rescue
Plan Act (ARPA) funds. She provided background information, Plymouth’s allocation amount, timeframe
to expend funds, eligible uses and potential projects for the funds.
Discussion took place on how the funds could be spent, noting that further discussion would happen
during the budget process.
Council directed staff to elect the standard allowance for revenue loss, which allows the funds to be used
for government services.
Future Study Sessions
The following study session changes were made:
Schedule Environmental Quality Commission interviews for the vacant seat on June 14 at 5:00
p.m.
Schedule City Manager Quarterly Update after May 10 regular meeting.
Adjournment
Mayor Wosje adjourned the meeting at 6:49 p.m.
