Concurrent Meeting with Environmental Quality Committee
March 8, 2022
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Council
Chambers of Plymouth City Hall, 3400 Plymouth Boulevard, on March 8, 2022.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, Prom, Roehl, Davis, and
McGregor.
PLYMOUTH COUNCIL ABSENT: None.
PLYMOUTH STAFF PRESENT: Deputy City Manager Solano, Public Works Director Thompson, Deputy
Public Works Director/City Engineer LaBounty, Community and Economic Development Director Parr,
Interim Parks and Recreation Director Northway, Public Safety Director Fadden, Fire Chief Coppa, Water
Resource Supervisor Scharenbroich, Police Captain Reed, and City Clerk/Administrative Coordinator
Gallup.
ENVIRONMENTAL QUALITY COMMITTEE PRESENT: Prokop, Polzin, Spoonheim, Senne, Niedermaier,
Babcock, Vadali
ENVIRONMENTAL QUALITY COMMITTEE ABSENT: None.
Climate Change Discussion
Deputy Public Works Director/City Engineer LaBounty reviewed the city’s past and current
environmental initiatives and efforts to reduce the city’s carbon footprint.
The Council reviewed sustainability and climate action plans from Hennepin County and other
comparable cities to Plymouth.
Environmental Quality Committee Work Plan Discussion
The Environmental Quality Committee (EQC) introduced themselves and provided the Council with a
summary of their history and recent accomplishments. The EQC discussed their 2022 work plan and
potential future topics the committee could assist staff.
Council thanked the EQC for their work and encouraged any additional collaborative projects be done as
directed by staff.
Future Study Sessions
The following study session changes were made:
Conduct HRA interviews on March 22 at 6 p.m.
Adopted Minutes 2 of 2 Special Meeting of March 8, 2022
Cancel HRA joint meeting on April 12
Schedule HRA joint meeting on May 24 at 5 p.m.
Schedule Co Rd 73 Small Area Study check‐in on April 12 at 5 p.m.
Schedule 2023 budget study sessions with the first one being on June 28 at 5 p.m. to discuss
budget goals
Adjournment
Mayor Wosje adjourned the meeting at 6:52 p.m.
