Special Council Meeting
June 23, 2009
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:41 p.m. in the
Medicine Lake Conference Room, 3400 Plymouth Boulevard, on June 23, 2009.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Johnson, Murdock, Stein, Black, Willis,
and Bildsoe (arrived at 5:54 p.m.).
ABSENT: None.
STAFF PRESENT: City Manager Ahrens, Administrative Services Director Portner, Parks and
Recreation Director Blank, Parks and Recreation Supervisor Diane Evans, Finance Manager
Bursheim, Forestry Supervisor Mark Peterson, and Office Support Representative Tiegs
GUESTS: Financial Advisor Jonathan North, Ehlers & Associates
Park Replacement Fund
Parks and Recreation Director Blank presented background on the Park Replacement Fund. The
fund finances the replacement of existing capital assets and does not include expenditures related
to the operation or maintenance of the parks. Currently the Park Replacement Fund has
approximately $3.7M. Estimated expenditures for the next 40 years are projected to be $96.8M.
Assuming the City makes no changes to increase the funding, the fund will be depleted by year
2017.
Financial Advisor Jonathan North of Ehlers & Associates, Inc. was engaged to undertake a
review of the City's Parks Replacement Fund. Mr. North presented three possible options to
ensure the program's long-term financial viability. (Handout provided) The Council Members
supported moving toward Option 2. Council members discussed bonding and increased user fees
to ease the short -fall. They favored avoiding bonding where possible. Staff will obtain
information regarding the enrollment projections from area school districts to assist in
determining future park needs. Currently 17 athletic associations utilize Plymouth's facilities. It
was noted that the greenway and Plymouth Creels Center are not included in the report and need
to be added at some point. Staff will continue working on this issue, using Option 2 as guidance.
The Council tabled the update with the City Manager until immediately following the Regular
Meeting later in the evening.
