HomeMy WebLinkAboutCity Council Minutes 11-25-2008 SpecialAdopted Minutes Special Council Meeting November 25, 2008 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Conference Room of City Hall, 3400 Plymouth Boulevard, on November 25, 2008. COUNCIL PRESENT: Mayor Slavik, Councilmembers Stein, Murdock, Willis, Bildsoe (arrived at 5:50 p.m.), and Black (arrived at 5:57 p.m.). ABSENT: Councilmember Hewitt. STAFF PRESENT: City Manager Ahrens, Public Works Director Cote, Administrative Services Director Portner, Finance Manager Bursheim, Community Development Director Juetten, and City Clerk Engdahl. Utility Rate Study Jonathan North from Ehlers and Associates presented the Utility Rate Study which included recommendations to increase the water residential rates and sewer rates fiom 2009-2013. In addition to adopting the 2009 and rates as recommended, Mr. North suggested that the Council also do the following: 1. Update the utility study periodically. 2. Discuss the commercial/industrial tiering. 3. Split trunk replacement and expansion funds cash balances according to future estimated need (the respective connection fees and area charges presented in the report may need to be adjusted based on beginning cash balances). He also suggested that information from the new utility billing system be reviewed to determine if any changes should be made to commercial/industrial or residential. The majority of the Council was in agreement with the proposed utility rates for 2009 as well as the water and sewer connection and area fees. The proposed utility rates for 2009 would be presented to the Council with the approval of the 2009 budget in December.
