Special Council Meeting
August 19, 2008
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:40 p.m. in the
Medicine Lake Conference Room of City Hall, 3400 Plymouth Boulevard, on August 19, 2008.
COUNCIL PRESENT: Mayor Slavik, Cormcilmembers Stein, Bildsoe, Murdock, Willis, and
Black.
ABSENT: Councilmember Hewitt.
STAFF PRESENT: City Manager Ahrens, Public Works Director Cote, Park and Recreation
Director Blank, Captain Plekkenpol, Community Development Director 7uetten, Payroll/Risk
Manager Leitner, Finance Manager Bursheim, Administrative Services Director Cote, Fire Chief
Kline, and City Clerk Engdahl.
Discussion of 2009 Budget
Administrative Services Director Cote and Finance Manager Bursheim discussed the proposed
2009 budget.
The Council provided feedback on the following policy issues:
1. Expanded Duty Crew — Consider this for the 2010 budget.
2. Biennual Budget/Quarterly Updates — Council liked this format and requested that they
receive quarterly reports, trending over several years on major areas, and a report
comparing the current year to the previous year.
3. Supplemental Disability Insurance for Fire — Council requested staff to contact the
League of Minnesota Cities Insurance Trust as this could affect other cities/fire
departments.
4. Pension Increase Request — Requested staff to prepare a compensation report to describe
the current package as well as comparative data.
5. Public Works Salt Shed Replacement— Delay until 2010.
6. Expand Street Reconstruction Program — Staff was directed to prepare a report outlining
the debt for the open space referendum under the debt analysis work sheet and prepare
projections.
7. Utility Rate Study — Staff would be providing information to the Council in the next
couple of months.
8. Street/Signal Light Utility Enterprise Fund — Staff will be completing the study in the
next month.
9. Fund Review (Reserves) — Staff would be providing information to the Council in
October.
For the next budget on August 26, the Council requested a report detailing retained earnings and

trends on fimds.
