HomeMy WebLinkAboutCity Council Resolution 2022-075 C ITY OF P LYMOUTH R ESOLUTION N O. 2022-075 R ESOLUTION APPROVING THE APPLICATION AND ALLOCATION OF FISCAL YEAR 2022 C OMMUNITY D EVELOPMENT B LOCK G RANT PROGRAM FUNDS WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban Development (HUD) for 2022 funding for the Community Development Block Grant (CDBG) program; and WHEREAS, on February 24, 2022, the Plymouth Housing and Redevelopment Authority held a duly constituted public hearing to allow interested parties to express their opinions regarding the allocation of funds for the 2022 CDBG Program Year; and WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program Year 2022. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby authorizes the City Manager to submit to the U.S. Department of Housing and Urban Development the application and all required documents for participation in the 2022 Community Development Block Grant Program Year and approves the allocation for the following projects in the respective proposed amounts: HRA Programs and Administration Housing Rehabilitation Loan Program 100,000.00 First Time Homebuyer Loan Program 49,000.00 Administration 22,410.00 Sub-Total of HRA Programs and Administration 171,410.00 Externally Administered Programs Community Land Trust 60,000.00 Fair Housing Activities 5,000.00 Sub-Total of Externally Administered Programs 63,000.00 Public Service Programs Lutheran Social Services of Minnesota 3,000.00 People Responding in Social Ministry (PRISM) 9,000.00 HOME Line 5,400.00 Tree House 15,000.00 Interfaith Outreach 10,000.00 Senior Community Services (SCS) 16,000.00 Sub Total of Public Service Programs 58,400.00 Total 2022 CDBG Allocation $292,810.00 Resolution 2022-075 Page 2 BE IT FURTHER RESOLVED, that any increase in the anticipated funding amount for the 2022 CDBG fiscal year will be allocated at the HRA Executive Director’s discretion between Housing Rehabilitation, Social Services, (within the 15% maximum allowance), and Program Administration (within the 20% maximum allowance). Any decrease will be adjusted at the HRA Executive Director’s discretion between Housing Rehabilitation and Program Administration (within the 20% maximum allowance). BE IT FURTHER RESOLVED, that all CDBG program income may be used to cover expenses generated in any existing CDBG program or activity and not just expenses related to the activity generating the income. BE IT FURTHER RESOLVED, that all unexpended 2021 CDBG funds be allocated to the same program activity in 2022. APPROVED by the City Council on this 8th day of March, 2022.
