Planning Commission Meeting
February 16, 2022
Chair Anderson called a Meeting of the Plymouth Planning Commission to order at 7:00 p.m. in
the Council Chambers of City Hall, 3400 Plymouth Boulevard, on February 16, 2022.
COMMISSIONERS PRESENT: Chair Michael Boo, Commissioners Marc Anderson, Bryan
Oakley, Donovan Saba, Julie Pointner, and Julie Olson.
COMMISSIONERS ABSENT: Commissioner Clark Gregor
STA FF PRESENT: Community and Economic Development Director Danette Parr, Planning and
Development Manager Chloe McGuire, and Senior Planner Lori Sommers.
OTHERS PRESENT: Councilmember Ned Carroll
Acting Chair Boo led the Pledge of Allegiance.

Approval of Agenda
Motion was made by Commissioner Oakley and seconded by Commissioner Anderson to approve
the agenda. With all Commissioners voting in favor, the motion carried.
Consent Agenda
(4.1) Planning Commission minutes from meeting held on February 2, 2022.
(4.2) Request for Home Occupation License to Allow Operation of Acupuncture Services,
as a Business Known as Perspective Acupuncture, from the Home Located at 1745
Oakview Lane (Van Nguyen – 2021097) - Withdrawn
Motion was made by Commissioner Pointner and seconded by Commissioner Olson to approve
the agenda. With all Commissioners voting in favor, the motion carried.

New Business
(6.1) Variance to Allow a Swimming Pool in the Front Yard at 4130 Juneau Lane
(Matthew Dunn – 2022007)
Senior Planner Sommers provided an overview of the staff report.
Chair Boo introduced the applicant, Matt Dunn, who thanked the commission for its
consideration and was available for questions.
Commissioner Anderson stated that he has known Mr. Dunn for 30 years but did not believe that
to be a conflict of interest. He asked if the pond would remain.
Mr. Dunn confirmed that the pond would remain.
Commissioner Anderson stated that pool equipment can be noisy and asked if that would be
shielded from the neighbors.
Mr. Dunn identified an area with a preexisting fence, trees, and bushes where that equipment
would be kept and screened.
Commissioner Anderson agreed that the appropriate place for the pool would be in the front yard
for this property because the back is extremely wooded.
Commissioner Oakley asked if there is a public hearing for this item.
Chair Boo confirmed that this is not a public hearing.
Commissioner Pointner stated that this property does have a nice tree border and fence which
will provide adequate screening.
Motion was made by Commissioner Pointner and seconded by Commissioner Olson to approve
the variance to allow a swimming pool in the front yard at 4130 Juneau Lane. With all
Commissioners voting in favor, the motion carried.
(6.2) Elect a Planning Commission Liaison to the Park and Recreation Advisory
Commission.
Chair Boo asked for a volunteer to serve as the liaison to the Park and Recreation Commission.
He commented that he previously served in that capacity and found it very educational. He
suggested Commissioner Olson for the position.
Commissioner Olson stated that she would be open to the position.

Motion was made by Commissioner Oakley and seconded by Commissioner Pointner to nominate
Commissioner Olson to serve as the liaison to the Park and Recreation Advisory Commission.
With all Commissioners voting in favor, the motion carried.

Chair Boo adjourned the meeting at 7:22 pm
