There will be no separate discussion of these items unless a Committee member, or citizen so requests, in which event the item will be removed from the consent agenda and considered in normal sequence on the agenda. 1. 7:00 P.M. ADJOURNMENT DRAFT Minutes Environmental Quality Committee (EQC) February 15, 2019 MEMBERS PRESENT: Committee Members Paul Senne, Marky Williamson, Andy Polzin, Marita Prokop, Clark Gregor, Joel Spoonheim, Laura Babcock MEMBERS ABSENT: STAFF PRESENT: Water Resources Manager Vanessa Strong, Senior Engineering Technician Ben Scharenbroich 1. Call to Order – 7:02 P.M. 2. Public Forum Jim Crider, with Northwest Metro Climate Action Group, was present to discuss climate change and its effects on the environment, and what Plymouth can do to address the issue. He urged the city to participate in the GreenStep Cities program and requested the EQC and the city emphasize addressing climate change, and make it a priority of the GreenStep program. 3. Approval of Agenda Motion by Committee Member Williamson, seconded by Committee Member Polzin, recommending approval of the February 15, 2019 Environmental Quality Committee meeting agenda. With all members voting in favor, the motion carried. 4. Consent Agenda A. Approve January 9, 2018 EQC Meeting Minutes Motion by Committee Member Williamson, seconded by Committee Member Polzin recommending approval of the Consent Agenda. With all members voting in favor, the motion carried. 5. General Business A. EQC Refresher, Orientation and Organization Water Resources Manager Strong provided an overview of the objectives of the Environmental Quality Committee and meeting procedures following the Roberts Rules of Order and Parliamentary Procedure. She also reviewed the rules of open-meeting laws and communications procedures. B. Election of Committee Chair and Vice Chair Committee member Williamson nominated Committee Member Prokop for the position of Chair. Committee Member Prokop agreed to accept the nomination. Committee Member Williamson nominated Committee Member Gregor as Vice Chair. Committee Member Gregor accepted the nomination. All members voted in favor of the nominations. 6. Reports and Staff Recommendations Environmental Quality Committee Minutes February 15, 2019 Page 2 A. 2018 Water Efficiency Rebate Program Summary Senior Engineering Technician Scharenbroich gave an overview of the 2018 program, re-capping that the initial program funding was $12,000-$15,000 but the City Council increased the budget to $50,000. The main focus was to work with commercial irrigation systems, which resulted in 16 commercial irrigation system controllers being upgraded. Scharenbroich indicated he would like to again focus on commercial properties in 2019 and look at other opportunities to encourage their participation. There were 135 residential properties that participated in the program. • 171 devices were installed (irrigation controllers and sprinkler heads) • $31, 581.82 of the program’s fund was granted • Estimated water savings of 9.9 million gallons of water each year, which is a 30-40% savings over the amount of water the original device would have used B. 2019 Water Efficiency Rebate Program Senior Engineering Technician Scharenbroich explained two changes to the 2019 program: • The funding level will change to $15,000 • Storm-water reuse systems would be an applicable item for a rebate Scharenbroich and the Committee agreed that encouraging commercial properties to participate in the program should again be a priority, and discussed strategies for targeting them in 2019. Also discussed was the possibility of requiring new construction homes to install water sense irrigation systems. Water Resources Manager Strong reminded the committee that it is within their purview to recommend this policy be brought to the City Council. Scharenbroich informed the committee he is open to recommendations from the EQC for the 2019 program. The Committee discussed including storm-water reuse systems and voted not to include that as an item applicable for a rebate. 7. Adjournment Environmental Quality Committee adjourned at 8:41 p.m. C:\Users\lstromberg\Desktop\Adopt-a-Street May.docx Agenda Number CITY OF PLYMOUTH ENVIRONMENTAL QUALITY COMMITTEE AGENDA REPORT DATE: March 13, 2019 TO: Environmental Quality Committee (EQC) FROM: Vanessa Strong, Water Resources Manager SUBJECT: ADOPT-A-STREET PROGRAM ACTION REQUESTED: Select the first Adopt-a-Street Collection Day in May for 2019. BACKGROUND: The Adopt-a-Street program is a vehicle for local groups, organizations and individuals to adopt a city street in Plymouth. The Environmental Quality Committee (EQC) had pledged to clean up the area along Dunkirk Lane between County Road 6 and County Road 24. This includes picking up cans, bottles and other litter as well as cleaning off storm sewer grates and reporting graffiti or hazardous items. Litter and recyclable materials are placed in bags for collection by City of Plymouth crews. Applicants assume all liability for volunteers participating in the cleanup events. The City of Plymouth provides safety vests, trash bags, bags for recyclables, bag pickup and disposal. The City of Plymouth has installed a sign in a safe location with the EQC’s name as recognition of participation in the program. Contact with the City needs to be 5-7 days in advance of the cleanup to make arrangements for supplies. Staff will coordinate the event. BUDGET IMPACT: There is no budget impact for setting the first Adopt-a-Street pick-up day in 2019.
