HomeMy WebLinkAboutEnvironmental Quality Committee Minutes 11-13-2019Proposed Minutes Page 1 of 3 Regular Meeting of November 13, 2019 Approved Minutes Environmental Quality Committee Meeting November 13, 2019 Chair Prokop called a Regular Meeting of the Plymouth Environmental Quality Committee to order at 7:04 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on November 13, 2019. MEMBERS PRESENT: Marita Prokop, Paul Senne, Clark Gregor, Laura Babcock, Andy Polzin, Joel Spoonheim. MEMBERS ABSENT: Marky Williamson STAFF PRESENT: Interim Water Resources Manager Ben Scharenbroich, City Engineer Chris LaBounty, Council Member Nick Roehl. Public Forum Chair Prokop shared information about her research of chlorides and salt in water bodies. Julie Jones, was present to learn more about the EQC. She also inquired about the status of organics recycling at City Hall and other City buildings. Interim Water Resources Manager Scharenbroich and City Engineer LaBounty explained that the City requirements for organics will go into effect January 1, 2022. The county has new requirements for specific types of businesses that will go into effect January 1, 2020. Staff will review the new requirements and report back to the EQC and resident. Danielle Neidermaier, 3540 Rosewood Lane N, was present to learn more about the EQC. She stated she has applied to be a committee member. Approval of Agenda Motion was made by Committee Member Polzin and seconded by Committee Member Gregor, to approve the Agenda. With all members voting in favor, the motion carried. Consent Agenda Motion was made by Committee Member Polzin and seconded by Committee Member Babcock, to adopt the Consent Agenda that included the following item: Proposed Minutes Page 2 of 3 Regular Meeting of November 13, 2019 (4.1) Approve October 9, 2019 Environmental Quality Committee Meeting Minutes With all members voting in favor, the motion carried. General Business (5.1) 2020 Environmental Quality Committee Work Plan Interim Water Resources Manager Scharenbroich reviewed the draft Environmental Quality Committee 2019 Annual Report and 2020 Work Plan. Scharenbroich explained that staff reviewed the October meeting discussion about the work plan topics and proposes for the first part of the year to focus on chlorides, and to focus on Organics, Textiles and Curbside recycling in the summer and fall of the year. Other topics will be added as necessary. Scharenbroich proposed a future meeting to be held at the Public Works Maintenance facility, and include Public Works Maintenance staff, to educate the group with a demonstration of the City’s chloride practices for snowplowing. Scharenbroich asked for comments on the draft from the Committee, and indicated he is looking for a motion to approve the 2020 EQC Work Plan. Committee Member Gregor suggested moving the EQC Orientation to February, to be in line with the new EQC members starting in February. Committee Member Spoonheim suggested including commercial providers for the meeting at the Public Works Maintenance facility, as a public education opportunity. Motion by Committee Member Polzin to accept the 2020 Environmental Quality Committee Work Plan. Committee Member Babcock proposed clarification of the second paragraph under the 2020 Activities on page 4. She suggested adding the word “event” following “Drop-Off Day”, and the words “at the Drop-Off Site” following “recycling program effectiveness”. Committee Member Spoonheim suggested changes to the second paragraph under the 2020 Activities on page 4. He suggested adding the words “commercial applicators, commercial, industrial and institutional property owners and lake associations”, following the words “support outreach”. Committee Member Polzin accepted the amendments to his motion, seconded by Committee Member Spoonheim, to approve the 2020 EQC Work Plan, as amended. With all members voting in favor, the motion carried. Proposed Minutes Page 3 of 3 Regular Meeting of November 13, 2019 Reports and Staff Recommendations There were no reports and staff recommendations. Future Meeting The December 11, 2019 meeting is tentatively cancelled. Adjournment Chair Prokop adjourned the meeting at 7:57 p.m.
