Environmental Quality Committee Meeting
November 18, 2020
Chair Gregor called a Regular Meeting of the Plymouth Environmental Quality Committee to
order at 7:02 p.m. on November 18, 2020. All present participated remotely, per State Statute
13D.021.
COMMITTEE MEMBERS PRESENT: Chair Gregor, Vice Chair Babcock, Committee
members Polzin, Niedermaier, Senne, Prokop, and Spoonheim.
COMMITTEE MEMBERS ABSENT:
STAFF PRESENT: Council member Roehl, Water Resources Supervisor Scharenbroich.
Plymouth Forum
Committee Member Spoonheim shared information from the Basset Creek Watershed meeting.
They are updating their 5 and 10 year CIP, with a priority on chlorides, which coincides with
work the City is doing.
Presentations and Public Information Announcements
There were no presentations or public information announcements.
Approval of Agenda
Motion was made by Committee member Polzin, and seconded by Committee member Babcock
to approve the agenda. With all members voting in favor, the motion carried.
Consent Agenda
Motion was made by Committee member Spoonheim, and seconded by Committee member
Niedermaier to approve the consent agenda that included the following items:
4.1) Approve October 14, 2020 Environmental Quality Committee Meeting Minutes
With all members voting in favor, the motion carried.
General Business
5.1) 2021 Environmental Quality Committee Work Plan

Water Resources Supervisor Scharenbroich explained the direction of the 2021 EQC work plan.
He reviewed the required topics and then discussed the Environmental Citizens Academy. He
indicated the first half of the year would be dedicated to planning of the Academy, and the
second half would be for implementation, likely to start in August. He reminded the committee
that the agenda is a draft plan and can be modified as needed.
The committee discussed details of the Environmental Citizens Academy, including funding.
Scharenbroich explained that the committee can request funds from the Council, and that would
be discussed during planning. He asked the committee to be prepared with their ideas for the
Academy to share at the January EQC meeting. He requested the committee members to email
him any comments/changes/suggestions on the 2021 work plan to be included in the December 9
meeting packet. Approval of a final draft of the work plan will be on the EQC December 9,
2020 agenda.
Reports and Staff Recommendations
6.1) 2020-2022 Water Efficiency Rebate Program
Water Resources Supervisor Scharenbroich shared that 168 devices had been purchased, with 2.4
million gallons of water saved. He indicated that the irrigation controller upgrades, the most
beneficial item for water savings, was a large number of the rebates.
Council Member Roehl and Council Member Spoonheim inquired about water usage,
specifically since the spring of the year, and any changes due to the pandemic. Water Resources
Scharenbroich said he will try to have a report ready to share with the committee at the
December meeting.
