HomeMy WebLinkAboutEnvironmental Quality Committee Minutes 01-08-2020Proposed Minutes Page 1 of 2 Regular Meeting of January 8, 2020 Approved Minutes Environmental Quality Committee Meeting January 8, 2020 Chair Prokop called a Regular Meeting of the Plymouth Environmental Quality Committee to order at 7:05 p.m. at the Public Works Maintenance Facility, 14900 23rd Avenue North, on January 8, 2020. COMMITTEE PRESENT: Chair Prokop, Committee members Babcock, Spoonheim, Gregor, Polzin, and Senne. COMMITTEE ABSENT: Committee member Williamson. STAFF PRESENT: Interim Water Resources Manager Scharenbroich, City Engineer LaBounty, Council Member Roehl, Public Works Streets Lead Uecker. Plymouth Forum Presentations and Public Information Announcements Committee Member Gregor shared information about two upcoming events: the Environmental Commission Gathering for Hennepin County Cities and The Senate Energy and Utilities Committee Public Hearings on Clean Energy First proposal. Interim Water Resources Manager Scharenbroich will send details of the events to the committee. Approval of Agenda Motion was made by Committee member Polzin, and seconded by Committee member Spoonheim, to approve the agenda. With all members voting in favor, the motion carried. Consent Agenda Committee member Spoonheim noted an error in the November 13, 2019 EQC meeting minutes, he was listed as absent for the meeting. The minutes will be amended to reflect his presence. Motion was made by Committee member Spoonheim, and seconded by Committee member Babcock, to adopt the Consent Agenda that included the following item: 4.1) Approve November 13, 2019 Environmental Quality Committee Meeting Minutes With all members voting in favor, the motion carried. General Business 5.1) Public Works Maintenance Facility Winter Operations Tour Proposed Minutes Page 2 of 2 Regular Meeting of January 8, 2020 Interim Water Resources Manager Scharenbroich provided an overview of City practices for chloride treatment and BMP’s (best management practices) for chloride reduction during winter plowing operations. Scharenbroich discussed the benefits of using brine and explained the city is trying to use more brine and less rock salt on the roads. City Engineer LaBounty described some of the factors involved in determining when to plow such as what time the snow is anticipated to begin, air temperature, the amount of snow predicted and the length of the snow event. Scharenbroich and Uecker led a tour of the maintenance garage and brine storage facility. Public Works Streets Lead Uecker explained how the new plow trucks have sensors that monitor the air temperature, road temperature and humidity to help determine how much salt should be applied. Reports and Staff Recommendations There were no reports and staff recommendations. Adjournment Chair Prokop adjourned the meeting at 8:26p.m.
