R ESOLUTION A WARDING C ONTRACT AND I NCREASING CIP AMOUNT TO $850,000.00 FOR
P LYMOUTH C REEK P LAYFIELD P ARKING L OT R ECONSTRUCTION P ROJECT (PR150001.211)
WHEREAS, pursuant to an advertisement for bids for the Plymouth Creek Playfield Parking Lot
Reconstruction, bids were received, opened and tabulated according to State law, and the following bids
were received complying with the advertisement:

WHEREAS, T. A. Schifsky & Sons, Inc from North Saint Paul, Minnesota is the lowest responsible
bidder complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to T. A. Schifsky & Sons; and
WHEREAS, the City Engineering division was the engineer of record for the project; and
WHEREAS, the administrative fee of 5% included with the project will be transferred from the Park
Replacement Fund to the Engineering Fund; and
WHEREAS, the 2022-2031 Capital Improvement Program (CIP) budget includes $800,000.00 for the
project, and it is recommended the Council approve an increase of $50,000.00 for a total of $850,000.00 to
allow for unforeseen project contingencies.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that:
1) The Mayor and City Manager are authorized and directed to enter into a contract with T. A.
Schifsky & Sons in the name of the City of Plymouth for the Plymouth Creek Parking Lot
Reconstruction Project according to the plans and specifications on file in the office of the City
Engineer in the amount of $723,640.53.
2) The total cost of the project is $850,000.00 and includes the improvements in the amount of
$723,640.53, 5% engineering and administration in the amount of $36,182.03, and 12.5%
contingency in the amount of $90,177.44.

3) The CIP is revised for a total of $850,000.00 for the Plymouth Creek Parking Lot Reconstruction.
BE IT FURTHER RESOLVED, that the project would be funded in the amount of $850,000.00 from
the Park Replacement Fund.
