Regular City Council Meeting
January 25, 2022
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on January 25, 2022.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, and Davis.
COUNCIL ABSENT: Councilmember Prom.
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Works Director Thompson,
Deputy Public Works Director/City Engineer LaBounty, Community and Economic Development Director
Parr, Deputy Parks and Recreation Director Northway, Public Safety Director Fadden, Fire Chief Coppa,
Recreation Manager Hemp, Plymouth Ice Center Manager Halverson, and City Clerk/Administrative
Coordinator Gallup.
Plymouth Forum
Steve Japps, 4570 Weston Lane N., provided updates on climate change and encouraged City Council to
look at it further.
Presentations and Public Information Announcements
(4.1) Accept Donation of $25,000 from Jason Vinar of the Wayzata Youth Hockey Association
(Plymouth Ice Center Manager Erik Halverson)
Plymouth Ice Center Manager Halverson introduced Jason Vinar, president of the Wayzata Youth Hockey
Association. Mr. Vinar presented a donation to the Plymouth Ice Center. Mayor Wosje thanked Mr.
Vinar for his hard work and accepted the donation.
(4.2) Announce Plymouth Ice Center Awarded the 2023 USA National High School Hockey
Tournament (Plymouth Ice Center Manager Erik Halverson)
Plymouth Ice Center Manager Halverson introduced Greg Gibson. Mr. Gibson provided a brief history on
Wayzata hockey. He stated the 2023 USA National High School Hockey Tournament will bring tourism
money to Plymouth with increased hotel rooms, teams, and rinks being utilized. Mr. Gibson is honored
to host this in Plymouth. He concluded there will be no admission fee and volunteers are needed and
welcomed. The City Council thanked Mr. Gibson for his leadership with Wayzata Youth hockey.

Motion was made by Councilmember Roehl, and seconded by Councilmember Carroll, to approve the
agenda. With all members voting in favor, the motion carried.
Consent Agenda
Item No. 6.6 was removed from the Consent Agenda and placed under General Business as No. 8.2.
Motion was made by Councilmember Willis, and seconded by Councilmember Carroll, to adopt the
Consent Agenda that included the following items:
(6.1) Council Minutes from Special Meeting and Regular Minutes of January 11, 2022.
(6.2) Resolution Approving Disbursements ending January 14, 2022 (Res2022‐015).
(6.3) Resolution Awarding Contract and Enter into Funding Agreement with Minnehaha Creek
Watershed District for the Maple Creek Stream Restoration Project (Wr200001) (Res2022‐016).
(6.4) Resolution Approving Cooperative Agreement with Hennepin County for the Fernbrook Lane
Mill and Overlay Project (St189002) (Res2022‐017).
(6.5) Resolution to Authorize an Expenditure from the DWI Resource Planning Fund for Technology

(Res2022‐029).
With all members voting in favor, the motion carried.
Public Hearings
(7.1) Public Hearing on the On‐Sale Intoxicating Liquor License application with Sunday Sales of
Trillium Woods LLC, D/B/A Trillium Woods, 5855 Cheshire Parkway
City Clerk/Administrative Coordinator Gallup presented this item. She stated Trillium Woods currently
has a liquor license and is only looking for a parent name change from Iowa Company to Delaware
Company. City Clerk/Administrative Coordinator Gallup stated a background check was completed and
found no reason to deny the license.
Mayor Wosje opened the public hearing.
Mayor Wosje closed the public hearing.
Motion was made by Councilmember Roehl, and seconded by Councilmember Willis, to adopt
Resolution Approving On‐Sale Intoxicating Liquor License Application with Sunday Sales of Trillium
Woods LLC, D/B/A Trillium Woods, 5855 Cheshire Parkway (Res2022‐030). With all members voting in
favor, the motion carried.
General Business
(8.1) Review 2022 City Council Goals
Deputy City Manager Solano presented changes to the 2022 City Council goals. She stated the changes
are included in the packet.
Steve Japps, 4570 Weston Lane N., encouraged City Council to evaluate the environmental goals, expand
environmental committee goal to include energy and greenhouse gas emissions, and implement
environmental initiatives.
Motion was made by Councilmember Roehl, and seconded by Councilmember McGregor, to adopt the
2022 City Council goal changes.
Amended motion was made by Councilmember Davis, and seconded by Councilmember Willis to
incorporate a plan to include energy and greenhouse gas emissions and implement environmental
changes. With Councilmembers McGregor, Roehl, and Wosje voting no, and Willis, Carroll, and Davis
voting yes, the amended motion failed.

City Council discussed their opinions and reached consensus to postpone consideration of these
environmental initiatives to the March City Council meeting to allow time for more aggressive research
on this topic.
Motion was made by Councilmember Roehl, and seconded by Councilmember McGregor, to adopt the
2022 City Council goal changes as originally presented. With all members voting in favor, the motion
carried.
(8.2) Approve a Joint Powers Agreement Between the City of Plymouth and Hennepin County for a
Full Time Embedded Senior Social Worker (Previously item No. 6.6)
Mayor Wosje pulled this item from the Consent Agenda.
Public Safety Director Fadden provided a full overview of this position and mental health issues in
general. He noted this position is currently shared with the City of Minnetonka, Hennepin County, and
Plymouth. He stated mental health referrals are up 77%. Public Safety Director Fadden explained the
City of Plymouth will share this position with Hennepin County and will cover two‐thirds of the cost for
an embedded social worker. This position will work with an investigator within the Plymouth Police
Department.
The Council thanked Public Safety Director Fadden for his work and bringing this initiative to the Council.
Public Safety Director Fadden thanked the Council for this position that will help to reach those
residents who are repeat callers to receive help.
Motion was made by Councilmember Willis, and seconded by Councilmember Carroll, to adopt
Resolution to Approve a Joint Powers Agreement with Hennepin County to Provide an Embedded Senior
Social Worker (Res2022‐019). With all members voting in favor, the motion carried.
Reports and Staff Recommendations
City Manager Callister noted the State Legislature will be meeting January 31, 2022 to look at County
Road 47 and 2775 TIF on Bass Lake Road near Interstate 494. He also stated the public safety budget will
be released tomorrow and the City will work on solutions to the recent rise in violent crime.

Mayor Wosje adjourned the regular meeting at 7:38 p.m.
