Special Council Meeting
January 25, 2022
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Medicine
Lake Room of City Hall, 3400 Plymouth Boulevard, on January 25, 2022.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, and Davis.
ABSENT: Councilmember Prom.
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Works Director Thompson,
Deputy Public Works Director/City Engineer LaBounty, Community and Economic Development Director
Parr, Deputy Parks and Recreation Director Northway, Public Safety Director Fadden, Fire Chief Coppa,
Senior Planner Drill, Recreation Manager Hemp, Plymouth Ice Center Manager Halverson, and City
Clerk/Administrative Coordinator Gallup.
Review development proposal for the former Four Seasons Mall property
The Council heard a presentation from Wellington Management, Inc. on their proposal for a
redevelopment concept at the former Four Seasons Mall property. The Council viewed draft renderings,
asked questions, and provided feedback. The Council requested that Wellington Management, Inc.
engage the neighborhood on the concept plan.
Future Study Sessions
The Council made the following additions to future study session topics:
• Added County Road 47 name change discussion as second agenda item on February 8th.
• Added joint session with the Environmental Quality Commission on March 8th.
Adjournment
Mayor Wosje adjourned the meeting at 6:25 p.m.
