HomeMy WebLinkAboutCity Council Minutes 11-23-2021Adopted Minutes Page 1 of 3 Regular Meeting November 23, 2021 Adopted Minutes Regular City Council Meeting November 23, 2021 Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on November 23, 2021. COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, and Prom. COUNCIL ABSENT: Councilmember Davis. STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Works Director Thompson, Deputy Public Works Director/City Engineer LaBounty, Community and Economic Development Director Parr, Parks and Recreation Director Evans, Public Safety Director Fadden, Fire Chief Coppa, Finance Manager Rhode, Human Resources Director Kone, HRA Manager Barnes, Senior Planner Sommers, Water Resources Supervisor Scharenbroich, City Attorney Mattick, and City Clerk/Administrative Coordinator Gallup. Plymouth Forum Steve Japps, 4570 Weston Lane, expressed his concern regarding climate change. Councilmember Prom read a statement regarding COVID-19 and urged everyone to be compassionate about the varying opinions on this virus. Presentations and Public Information Announcements (4.1) Recognize Plymouth Environmental Academy Attendees. Water Resources Supervisor Scharenbroich recognized 27 inaugural Environmental Academy attendees for completing at least one of four sessions covering a variety of environmental issues and providing ways residents can help the environment. The Council congratulated the attendees for their work and hoped educating the public would help residents learn what they can do in their own individual lives. Approval of Agenda Motion was made by Councilmember Prom, and seconded by Councilmember McGregor, to approve the agenda. With all members voting in favor, the motion carried. Adopted Minutes Page 2 of 3 Regular Meeting November 23, 2021 Consent Agenda Item No. 6.5 was removed from the Consent Agenda and placed under General Business as No. 8.1. Motion was made by Councilmember Roehl, and seconded by Councilmember McGregor, to adopt the Consent Agenda that included the following items: (6.1) Council Minutes from Special Meeting and Regular Minutes of November 9, 2021. (6.2) Resolution Approving Disbursements ending November 12, 2021 (Res2021-317). (6.3) Resolution Approving Regular City Council Meeting Schedule for 2022 (Res2021-318). (6.4) Resolution Approving Payment No. 9 and Final for the Vicksburg Lane and Ferndale Road Pavement Rehabilitation Project (St199005) (Res2021-319). (6.5) (This item was removed from the Consent Agenda and placed under General Business as item No. 8.1). (6.6) Resolution Approving Allocation of Two-Thirds of the Revenue from Lodging Tax to the Debt Service Payments for the Plymouth Creek Center Bonds (Res2021-322). With all members voting in favor, the motion carried. General Business (8.1) Final Plat, No Parking Resolution, and Development Contract for “Parkera Plymouth Addition” located within the Wayzata School District (2021077) (Previously item No. 6.5). The Council acknowledged and congratulated all the parties involved on their work with this item. Mark Jepson, Developer, thanked the Council for the opportunity to start this one-of-a-kind energy reducing project, which has required cooperation from various parties. Motion was made by Councilmember Willis, and seconded by Councilmember Prom, to adopt Resolution Approving Final Plat and Development Contract for “Parkera Plymouth Addition” located at 16800 Hwy 55 and 3755 Dunkirk Lane (2021077) (Res2021-320), Resolution Authorizing “No Parking” Restrictions for Proposed 37th Place (Res2021-321). With all members voting in favor, the motion carried. Public Hearings 7.1 Public Hearing on Vacation of Right-of-Way and Drainage and Utility Easements at 3755 Dunkirk Lane North, 16800 Highway 55, and Adjacent Dunkirk Court North Public Works Director Thompson presented this item. Adopted Minutes Page 3 of 3 Regular Meeting November 23, 2021 Public Works Director Thompson stated the utility and city staff reviewed it and found no concerns. He also clarified heavy construction traffic will use Highway 55, not the neighboring streets. Mayor Wosje opened the public hearing. Mayor Wosje closed the public hearing. Motion was made by Councilmember McGregor, and seconded by Councilmember Willis, to adopt Resolution Approving the Vacation of Street Right of Way for Dunkirk Court, Formerly Known as Dunkirk Lane (East Half) (Res2021-323), Resolution Approving the Vacation of Street Right of Way for Dunkirk Court, Formerly Known as Dunkirk Lane (West Half) (Res2021-324), Resolution Approving the Vacation of Drainage for Ponding, and Drainage and Utility Easement within Lot 1, Block 1, Plymouth Presbyterian Church (Res2021-325). With all members voting in favor, the motion carried. Reports and Staff Recommendations There were no Reports and Staff Recommendations.
