R ESOLUTION N O. 2021-358
A R ESOLUTION A PPROVING THE 2022 C OMPENSATION AND
C LASSIFICATION P LAN FOR N ON-R EPRESENTED E MPLOYEES
WHEREAS, the classification and compensation plan has been updated to align with the 2022
budget which has been submitted to the City Council for review and approval; and
WHEREAS, the proposed 2022 pay plan reflects a 2.5% general pay increase for non-union
staff;
WHEREAS, non-represented police and fire personnel are required to wear and maintain
uniforms; and
WHEREAS, the proposed pay plan and policy changes have been funded under the
appropriate line items in the 2022 budget as presented to the City Council.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should, and hereby does:
1. Approve the attached 2022 Classification and Compensation Plan which reflects a 2.5%
general pay increase for non-union employees and is effective December 25, 2021.
Authorize the City Manager to enter into “me too” agreements with unions that wish to
offer the same one-year cost-sharing arrangement that is being approved for non-union
staff. Approve 2022 health and dental insurance contributions levels for non-union
employees, as follows:
Dental: 2022: single – $35.08 and family - $104.97

2. Approve an annual clothing allowance of $1,075 for 2022 for regular sworn non-union
police and fire personnel.
3. Approve the following changes in the City’s 2022 staffing levels:
