R ESOLUTION IN S UPPORT OF THE S AFE R OUTES TO S CHOOL G RANT A PPLICATION
F OR I MPROVEMENTS N EAR W AYZATA M EADOW R IDGE E LEMENTARY S CHOOL
WHEREAS, the County Road 47 reconstruction project from County Road 101 to Northwest
Boulevard is the City’s highest priority roadway infrastructure project; and
WHEREAS, a corridor study was completed in 2020 in partnership with Hennepin County; and
WHEREAS, the corridor study identified safety concerns for the roadway near the Wayzata
Meadow Ridge Elementary School; and
WHEREAS, public feedback from residents, parents, and staff at the school have identified the
need to provide a safe walking and biking option for students, which currently does not exist; and
WHEREAS, to facilitate safety improvements along the roadway the City and Hennepin County have
approved a jurisdictional transfer of County Road 47 from Hennepin County to the City; and
WHEREAS, the City is working with community stakeholders, including Wayzata Public Schools, to
design the County Road 47 Reconstruction - Phase 1 project for the roadway that exists between County
Road 101 and Lawndale Lane; and
WHEREAS, safety improvements that will be made with this project will provide new trail
connections, enhanced crossings, and a pedestrian underpass that support providing safe routes for students
to the elementary school; and
WHEREAS, $8 million in Safe Routes to School (SRTS) funding is available, with a minimum of $50,000
and a cap of $500,000 for each project; and
WHEREAS, the City has adopted subdivision engineering standards which require SRTS infrastructure
in developments; and
WHEREAS, SRTS funds can be used to reimburse construction costs on SRTS eligible items, and that
construction costs above the SRTS award will be funded through other sources; and
WHEREAS, City street reconstruction funds and Municipal State Aid funds for the project have been
secured to cover remaining construction costs; and
WHEREAS, the project is being coordinated with other local agencies including Hennepin County,
MnDOT State Aid, the City of Medina, the City of Corcoran, and the City of Maple Grove; and
WHEREAS, the project will support the Wayzata Meadow Ridge Elementary students, which currently
includes approximately 40% students of color.

NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Council supports the construction of the project and agrees to maintain such improvements.
2. The Council supports submittal of the SRTS Application.
3. The City assures that the City will pay all costs associated with the project beyond the SRTS grant
award.
