R ESOLUTION N O. 2021-334
R ESOLUTION A PPROVING A SPHALT C ONTRACT FOR 2022 WITH B ITUMINOUS R OADWAYS
FOR P ARK T RAILS, P ARKING L OTS AND H ARDSCAPE S URFACES
WHEREAS, the City park system includes trails, parking lots and hardscape court surfaces. The
repair or replacement of asphalt is needed after the useful life of the surface; and
WHEREAS, the City has prepared specifications, advertised, received and opened bids on
October 22, 2021 at 9:30 am; and
WHEREAS, the following bids were received; and
Bituminous Roadways
- Provide, install & compact asphalt $101/ton
- Provide, install & compact court/virgin asphalt mix $132/ton
- Provide, install & compact Class 5 gravel $25/ton
DMJ
- Provide, install & compact asphalt $123/ton
- Provide, install & compact court/virgin asphalt mix $133/ton
- Provide, install & compact Class 5 gravel $31/ton
WHEREAS, Bituminous Roadways, Inc.’s qualifications and work performance are compliant with
the City’s Responsible Bidder qualification policy; and
WHEREAS, based on bid amounts, staff recommends accepting the bid from Bituminous
Roadways, Inc.; and
WHEREAS, the trail, parking lot and hardscape repair portion of the project is scheduled in
the Capital Improvement Program (CIP) for 2022 for $400,000, utilizing the Park Replacement Fund
and in line item 100-40-411-41100-7500-107 in the Parks & Forestry operations budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, to award the asphalt contract for park trails, parking lots and hardscape surface repairs for
2022 to Bituminous Roadways, Inc.
APPROVED by the City Council on this 14th day of December, 2021.
