Through the discussion with the City Council, direction and support was provided for the completion of a small area plan. On May 11, 2021, the City Council directed staff to prepare a Request for Proposal (RFP) to solicit proposals from consultants for the completion of the small area plan. The RFP was distributed on May 17, 2021, and on June 11, 2021, the City received three proposals from area consultants. On June 22, Council authorized a consulting contract with Hoisington Koegler Group Inc. (HKGI) for completion of the County Road 73 small area plan. On September 28, 2021, the Council held a study session to review a summary report, data findings, key agency meetings and engagement opportunities for the project. The attached presentation provides key findings and three redevelopment concepts for your review. Staff requests feedback on each of the proposed redevelopment concepts and the role the City should take in facilitating redevelopment in this area. 3.Budget Impact: The total project cost is $115,200, and the funding will come from the 2020 General Fund surplus funds. 4.Attachments: Presentation 2 z s r r s w do w gypApp. ospiP 1 rte dl 01° '''' 1441 411* y j it ' T.,,IPS, N. vr It County Road 73 Small Area Study City of Plymouth, MN City Council Study Session — December 14, 2021 rpCity of Plymouth 3 Agenda : Project Overview ( Purpose/ Study Area/ Schedule) Approach to Redevelopment Coordinated Sequencing of Redevelopment (Public + Private Investments) Redevelopment Scenarios Questions/ Discussion rp 4 0TCT5'H Hcr-+•D- D ONNFDsp ' p g nNrtOO VNr-t n CQ 0NNrt, C rp O1COMIcv, r0 C rfO0 ` o c a --• O D z cn fl- rp c Q P e"—t- r0 r0 in' p rp J einNm — p p Z - e-+ oj a 0Da rt• ' a O CCI) -t,Z Z , Z O pCo n CD_ Cli -1 N 3 v O0 Q (1) (I)h rp Q `f) O -.n O 0 ti < C11D -0rD o Q v O n V) 73 r- .c a el °p z D co ( Np o `" o O CU O co o N rt 0_ E C m rt p r+ r) p p p D (D Q n miu, a (-o D(D nr-r o Q 0 CD co OJ -c Q, 3 Q' D no Z 0 V) ri- 5 r t k i 1 t i 9 StudyArea : t I i 10thAv.N --- '1111. 41. 11144114111141414444"1111.14V5S The small area study is generally focused around the intersection of County Road 73 I and Highway 55 in the southeastern portion of the city. 55 I i I i i I 1 I I I i I I I i I t L J 0 c :tt" 6 Tw • ea Q • Q VoW [D ca.
