Concepts
1.Action Requested:
Review and provide additional direction on the area in the vicinity of County Road 73 and Old
County Road 15.
2.Background:
On March 9, 2021, staff presented information on the County Road 73 and Old County Road 15 area.
Through the discussion with the City Council, direction and support was provided for the completion
of a small area plan. On May 11, 2021, the City Council directed staff to prepare a Request for
Proposal (RFP) to solicit proposals from consultants for the completion of the small area plan. The
RFP was distributed on May 17, 2021, and on June 11, 2021, the City received three proposals from
area consultants. On June 22, Council authorized a consulting contract with Hoisington Koegler
Group Inc. (HKGI) for completion of the County Road 73 small area plan. On September 28, 2021, the
Council held a study session to review a summary report, data findings, key agency meetings and
engagement opportunities for the project.
The attached presentation provides key findings and three redevelopment concepts for your
review. Staff requests feedback on each of the proposed redevelopment concepts and the role the
City should take in facilitating redevelopment in this area.
3.Budget Impact:
The total project cost is $115,200, and the funding will come from the 2020 General Fund surplus
funds.

Restaurant pick-up lane discussion
Environmental education discussion
Committee and commission policy and roster discussion (suggested August 2022)

None at this time.
Staff requests for Study Session topics and/or changes:
- Switch January 11 & January 25 Study Session topics. Discuss Redistricting on January 11. Review
Four Seasons Mall Development Proposal on January 25.
- Add Special Meeting on February 22 from 5-7 p.m. to hold the annual Board and Commission
recognition event.
