HomeMy WebLinkAboutCity Council Minutes 08-16-2011 SpecialAdopted Minutes Special Council Meeting August 16, 2011 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Medicine Lake Room, 3400 Plymouth Boulevard, on August 16, 2011. COUNCIL PRESENT: Mayor Slavik, Councilmembers Bildsoe, Black, Murdock, Willis, Stein, and Johnson. V% 3AZW1WN•$ - STAFF PRESENT: City Manager Ahrens, Park Director Evans, Administrative Services Director Portner, Public Works Director Cote, Police Chief Goldstein, Fire Chief Kline, Human Resources Director Kone, Community Development Director Juetten, Finance Manager Bursheim, Accounting Supervisor Mastey, and City Clerk Engdahl. Discussion of 2012/2012 Budget The Council continued their discussion of the draft 2012/2013 budget from the July 26 Special Meeting. The Council went through the draft budget by department and asked questions of staff. For those items that staff didn't have the information available, a report would be provided to the Council for the future budget meetings. The Council discussed the request of Music in Plymouth for an additional contribution of 20,000 for funding the 2012 Music in Plymouth, which is the 40'' anniversary. The City's total contribution would be $50,000. It was noted that the additional funding would be a one -time - only request. The Council explained to staff that the extra donation is on the table and is being considered. Staff is to look at ways to fund this additional amount. Councilmember Bildsoe commented that he would like to see effort in utilizing the Hilde Performance Center more throughout the year. The Council discussed a tax increase. The draft budget contains a 1 % tax increase, and the last few years, the City hasn't levied a tax increase. In order to determine whether there would be support for a tax increase, the Council needs to see how a tax increase would affect a median valued home in the City, taking into consideration the decrease in residential property values and commercial properties. There will probably be a greater shift to the residential properties. That information isn't currently available from the County, but staff is hopeful that they will receive that information within the next few weeks. Adopted Minutes 1 of 2 Special Meeting of August 16, 2011 Councilmember Black commented that salary increases need to be incorporated into the 2012 J budget. Councilmember Bildsoe agreed and added that it's a balancing act to continue the services for the maintenance of the City that the residents have come to expect, and communicating to residents that the Council kept the budget flat. Councilmembers Murdock, Stein, and Willis stated that they could support a tax increase, but again, they need to see the impact to residential and commercial properties. Future Study Sessions The Council added discussion of the budget to the agenda of the August 23 Special Meeting that begins at 5:30 p.m. Adiournment Mayor Slavik adjourned the meeting at 9:00 p.m Sandra R.
