HomeMy WebLinkAboutCity Council Minutes 05-10-2011 Specialr- Adopted Minutes Special Council Meeting May 10, 2011 Deputy Mayor Black called a Special Meeting of the Plymouth City Council to order at 5:10 p.m. in the Medicine Lake Room, 3400 Plymouth Boulevard, on May 10, 2011. COUNCIL PRESENT: Deputy Mayor Black, Councilmembers; Stein, Murdock, Willis, Black, and Johnson (6:20 p.m.) and Bildsoe (5:55 p.m.). COUNCILABSENT: Mayor Slavik STAFF PRESENT: City Manager Ahrens, Administrative Services Director Portner, Parks and Recreation Director Blank, Planning Manager Thomson, Recreation Superintendent Evans, City Engineer Moberg, Park Maintenance Supervisor's Heitke and Luebeck, Office Support Representative Tiegs-Roussell. ALSO IN ATTENDANCE: Channel 12 News cameraman and 2 Plymouth residents Discuss future of Park System Parks and Recreation Director Blank and Recreation Superintendent Evans presented the Northwest Greenway Corridor Master Plan Update. Future Plymouth Creek Center expansion, skate park relocation, and the addition of a tenth playfield were discussed. Several key items were hi -lighted with a recommendation for further discussion at future study sessions. Superintendent Evans reviewed Plymouth's demographics and the shift towards older adults and new births. It is estimated that 13,000 youth would be using the current park systems and this trend will continue with the rise in new births. Due to an increase in older adult's age 62+, suitable spaces to accommodate older adult programming will need to be re-evaluated. Parks Director Blank spoke about the Silver Buckle Saddle Club's (SBSC) proposed partnership. SBSC would sell their current property on County Road 47 to partner with the City by bringing $1 to 1.5 million toward developing a portion of the Northwest Greenway with a parking lot, restroom, and clubhouse. This partnership would allow horses on a portion of the Northwest Greenway trails and provide a gathering house for approximately 10 events hosted by the SBSC. The City would have options to use the clubhouse as an extra space for events and programs and maintain the property. The SBSC would partner with the City during special events for hayrides and sleigh rides along with possible summer horse camps. Adopted Minutes 1 of 2 Special Meeting of May 10, 2011 Begin Farmstead 40 -acre parcel located off of Vicksburg Lane is currently protected for Betty Begin by a court appointed guardian. The parcel is identified in the CIP plan for a future ark. Park Director Blank stated that Council must make advanced preparation to purchaseppp as the property will be available without advance notice. Property owner Al Lundgren has offered to sell a parcel to the City for the Northwest Greenway. This parcel contains five more acres than needed. The City could exchange property with a developer to obtain a 110 feet wide parcel along the Elm Creek wetland area. Council must consider Pomerleau Lake as developments are approved. The options for the trail and road location become limited as developments are approved. Council must make a decision on road location while there are still options available to keep a pristine lake without a road around it. Parks Director Blank briefed the Council on the Schmidt Lake Road and I494 City owned parcel. Xcel Energy has identified this as one of possible two sites for a potential sub -station. There is an estimated 10 years left before replacement of our aging dome facility. Council must begin planning for the type of replacement structure and what will best serve Plymouth residents. Council should also give consideration to a tennis dome. The tennis dome could be a possible revenue source by selling time similar to the ice arena. Set Future Study Sessions Due to time limitation, future study sessions would be added to tonight's regular meeting agenda.
