Special Council Meeting
January 11, 2011
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room, 3400 Plymouth Boulevard, on January 11, 2011.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Johnson, Stein, Black, and Bildsoe.
ABSENT: Councilmembers Murdock and Willis.
STAFF PRESENT: City Manager Ahrens, Police Chief Goldstein, Deputy Fire Chief Springer,
Community Development Director Juetten, Recreation Superintendent Evans, Planning Manager
Sexiness, and City Clerk Engdahl.
ALSO IN ATTENDANCE: Representatives from Hennepin County: Sheriff Stanek, Inspector
Storms, County Commissioners Stenglein and Johnson, and Director of Intergovernmental
Relations Westerman.
Hennepin County's 911 Emergency Communications Facility
Hennepin County Sheriff and Inspector Storms provided an overview to the Council regarding
the proposed 911 emergency communications facility that would be located on the site of the
Hennepin County Correctional Facility off Shenandoah Lane North. The County considered a
number of locations for this facility, and this site was determined to be the best site as it's
centrally located in the County, it fits their criteria, and it will support all the equipment that
would be on site. This project is in the County's five-year capital improvement program and
would be replacing a 60 -year old facility currently located in Golden Valley. The County has
received $500,000 in federal funding and is applying for other funds including $30 million in the
State bonding bill. The project will also be included in County bonding funds and will proceed
without the assistance from the State if that would be the case. The proposed time frame for this
project is preparing and completing the schematic design phase in 2011, constructing the facility
in 2012-2013, and occupying the facility in 2014. The County would be conducting
informational meetings with the adjacent neighborhoods and would be monitoring the traffic
from this site. The majority of the traffic is 70 staggered shift employees and emergency vehicles
that are there for repair only. Emergency vehicles wouldn't be dispatched from this facility, but
only in the case of an emergency which would be very rare. If that would be the case, sirens
wouldn't be activated until after the vehicles have left the neighborhood. At this time, there are
no other plans for the remainder of their property.

Councilmember Black asked if they foresee any improvements to the intersection of County
Road 6 and Shenandoah Lane North. Inspector Storms replied they would analyze this during the
traffic study.
Community Development Director Juetten stated staff met with County staff yesterday and has
the same preliminary design that was provided to the Council this evening. Staff would provide
more information to the Council as the County proceeds with the schematic design/planning
process.
Future Study Sessions
The Council amended and/or set the following study sessions:
1. January 18 study session: Changed the meeting time to 5:30 p.m. and added the Council
Chambers renovation project to the agenda.
2. February 8 at 5:30 p.m. to discuss transit system and Public Improvement Special
Assessment Policy.
Adiournment
Mayor Slavik adjourned the meeting at 6:23 p.m.
