Special Council Meeting
August 10, 2021
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m.on August 10,
2021.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Prom, Roehl and Davis.
ABSENT:
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Deputy Public Works Director/City
Engineer LaBounty, Public Works Director Thompson,Community Development Director Juetten, HRA
Manager Barnes, Parks and Recreation Director Evans, Deputy Parks and Recreation Director Northway,
Economic Development Manager Parr, Public Safety Director Fadden, Fire Chief Coppa, Recreation
Supervisor Koch and Office Support Representative Gottschalk.
Development terms for the former Four Seasons Mall property
Economic Development Manager Parr discussed the goals of the Request For Proposal (RFP) and Deputy
Public Works Director/City Engineer LaBounty presented six areas of the RFP for Council feedback.
Council offered feedback on the areas listed below:
Keep the Land Use Plan as MXD-R (Mixed Use Residential).
Support and fund an HRA senior building on site.
The minimum requirements of the RFP included a park and ride structure.The Council agreed to
keep the Park and Ride structure as a requirement, but wanted the number of stalls replaced
with acres of land.
Discussed fewer outcomes and alternate wording for preferred amenities.
Discussed if demolition should happen before RFP is approved.Agreed that demolition should
be by developer with redevelopment.

Wayzata School District and City of Plymouth Joint Powers Agreement
Mayor Wosje, Councilmember Carroll and Staff met with the school district to discuss the notice of
termination of the Joint Powers Agreement for Greenwood, Oakwood,and Ridgemount playfields and
tennis courts.The school district are moving forward with the termination. Deputy Parks and Recreation
Director Northway discussed the next steps of the termination. Infrastructure will be removed between
now and October 31.All operations will cease on November 1. City sites will now be used for all
recreation activities and the school district will have to take care of their own property.
Future Study Sessions
Council scheduled a study session on September 28 at 5:30 p.m.to discuss County Road 73 small area
study.
Pick-up Lane discussion was approved for a later date.

Mayor Wosje adjourned the meeting at 6:50 p.m.
