HomeMy WebLinkAboutCity Council Resolution 2021-248 C ITY OF P LYMOUTH R ESOLUTION N O. 2021-248 R ESOLUTION A PPROVING A S ITE P LAN A MENDMENT FOR M ERITEX P LYMOUTH, LLC FOR ST P ROPERTY L OCATED AT 14600 21 A VENUE N ORTH (2021043) WHEREAS, Meritex Plymouth, LLC has requested approval of a site plan amendment to allow for additional loading docks along the west wall of the westernmost building and associated parking lot changes for the property presently legally described as follows: TRACT A: L OTS 3 AND 11, B LOCK 2, CIRCLE STAR BUSINESS CENTER FIRST ADDITION, ACCORDING TO THE RECORDED PLAT THEREOF, H ENNEPIN C OUNTY, M INNESOTA. TRACT B: L OTS 4 AND 10 EXCEPT THE EAST 11.25 FEET OF SAID L OTS, B LOCK 2, CIRCLE STAR BUSINESS CENTER FIRST ADDITION, ACCORDING TO THE RECORDED PLAT THEREOF, H ENNEPIN C OUNTY, M INNESOTA. TRACT C: P ARCEL 1: A LL OF L OTS 6 AND 8 AND THE EAST 26.25 FEET OF L OTS 5 AND 9, ALL IN B LOCK 2, CIRCLE STAR BUSINESS CENTER FIRST ADDITION, ACCORDING TO THE RECORDED PLAT THEREOF, H ENNEPIN C OUNTY, M INNESOTA. P ARCEL 2: T HE EAST 11.25 FEET OF L OTS 4 AND 10; AND L OTS 5 AND 9 EXCEPT THE EAST 26.25 FEET THEREOF, ALL IN B LOCK 2, CIRCLE STAR BUSINESS CENTER FIRST ADDITION, ACCORDING TO THE RECORDED PLAT THEREOF, H ENNEPIN C OUNTY, M INNESOTA. T HE ABOVE ALSO DESCRIBED AS L OTS 3, 4, 5, 6, 8, 9, 10 AND 11, B LOCK 2, CIRCLE STAR BUSINESS CENTER FIRST ADDITION. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Meritex Plymouth, LLC for a site plan amendment to allow for additional loading docks and associated parking lot changes, subject to the following conditions: 1. A site plan amendment is approved to allow for additional loading docks along the west wall of the westernmost building along with associate parking lot and site changes, with the plans received by the City on June 9, 2021, and additional information on July 30, 2021, except as amended by this resolution. Resolution 2021-248 File 2021043 Page 2 2. A separate administrative permit request is required to be reviewed and approved to create an outdoor storage area of greater than three trailers. The applicant must demonstrate screening requirements of the outdoor storage area from adjoining properties and public streets. 3. A separate grading permit is required prior to commencement of the project. 4. A separate building permit is required prior to construction of the project. 5. Prior to issuance of any permits, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable City code, zoning ordinance, and engineering guidelines: a. Execute a site improvement performance agreement and submit a financial guarantee pursuant to section 21045.10 of the zoning ordinance. b. Obtain City approval of final construction plans, including the stormwater treatment plan. c. Obtain any required permits from the Bassett Creek watershed district. d. Revise the plans to zoning ordinance or building code requirements as follows or submit: 1) Revise the site plan to eliminate any new parking spaces within 10 feet of the existing building. 2) Provide an exterior lighting plan and fixture details in conformance to the exterior lighting requirements for the LZ2 (light zone 2) for the proposed parking lot lighting and wall mounted fixtures. The plan should include the proposed mounting height, lumens per square feet of hardscape (maximum 2.5 lumens per square foot of hardscape) and include the backlight, uplight, glare (B.U.G.) information, color rendering index (CRI) and correlated color temperature (CCT). 3) Identify the number of accessible parking spaces on the site plan to meet building code requirements. e. Revise the plans or receive approval of the following to meet fire code requirements as follows: 1) Identify the fire department connection location. The fire department connection is required in an approved location by the fire inspector. 2) Identify the post indicator valve (PIV) location. 3) Receive approval of submitted fire apparatus turning radius evaluations. The evaluation shall prove that the fire apparatus does not encroach into designated parking spaces or come in contact with any objects, i.e., curbs, landscaping or signs or amend site plan to conform with requirement. 4) Approved fire access doors and fire lane are required in approved locations on the west side of the building. 5) Approved fire lane signs are required in approved locations to be shown on the final plans. 6) Identify all fire hydrant locations. Fire hydrants shall be provided in locations to be approved by the fire inspector. 7) Identify water main location and size. 8) Fire lane construction per city engineering details is required. 9) Site name and address signs are required per City Code in approved locations. f. Revise the plans to meet engineering requirements as follows: Resolution 2021-248 File 2021043 Page 3 1) Include city project number pz2021043 in border of all sheets Drawing C201 – Provide detail for landscaping plans. 2) Verify light duty pavement design is 7-ton as noted for fire lane use. 3) Replace city standard detail plates with current; include all as applicable. 4) Provide concrete pavement design recommendations. 5) Provide building address on all plans, within the building footprint 6) Verify existing watermain layout matches city record drawings 7) Grading plan: show slope percent grades 8) Provide infiltration basin soil borings for ground water elevations 9) Provide emergency overflow route of proposed filtration basin, with erosion protection means 10) Verify future proof of parking is incorporated into storm water calculations 11) At strm #1 structure, verify existing 15" storm sewer will be within capacity with current design 12) Provide profiles for all proposed utilities, and existing utilities where grades will be altered by more than 6 inches 13) Detail 4/c5.1 update to read "mix c from umn or equivalent" 14) Swppp needs to have contact info and certification number provided 15) Provide verification that increased stormwater discharge will not cause adverse impacts downstream 16) Reference latest specifications of I. Mndot standard specifications for construction 2020 edition Ii. 2018 city engineering association of Minnesota standard specifications Iii. City of Plymouth engineering guidelines & standard detail specifications for sanitary 6. The applicant shall provide a parking analysis, based on the proposed uses within the building, with any building permit application for a tenant improvement. 7. All construction parking shall be located on-site. 8. Silt fence shall be installed prior to any grading or construction on the site. 9. All new and repaired drive aisles and fire lanes shall be constructed to minimum standards and approved by City Fire Inspector. 10. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. The site shall remain in conformance with section 2025 of the City code regarding noise regulations. c. Compliance with the City’s lighting regulations. d. Compliance with City’s landscaping regulations. e. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. Resolution 2021-248 File 2021043 Page 4 11. The site plan amendment shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
