C ITY OF P LYMOUTH
R ESOLUTION N O. 2021-238
R ESOLUTION A PPROVING THE S UBMISSION OF THE F ISCAL Y EAR 2020 C ONSOLIDATED
A NNUAL P ERFORMANCE AND E VALUATION R EPORT (CAPER)
WHEREAS, the City of Plymouth received a Community Development Block Grant (CDBG) funding
allocation of $295,170 for CDBG fiscal year 2020; and
WHEREAS, submission of a Consolidated Annual Performance and Evaluation Report (CAPER) is
required in order for grant recipients to report on their accomplishments and progress toward Consolidated
Plan goals; and
WHEREAS, on August 12, 2021, the Plymouth Housing and Redevelopment Authority opened a
fifteen day public comment to allow interested parties to express their opinion; and
WHEREAS, the Housing and Redevelopment Authority in and for the City of Plymouth, MN has
reviewed the report and public comments; and
WHEREAS, on August 19, 2021, the Housing and Redevelopment Authority in and for the City of
Plymouth, MN approved HRA Resolution 2021-14 to recommend approval and submission of the fiscal year
2020 Consolidated Annual Performance and Evaluation Report (CAPER); and
WHEREAS, the City Council has reviewed the program activities and accomplishments from the 2020
program year, as well as the recommendations of the Housing and Redevelopment Authority regarding those
activities and accomplishments.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it hereby authorizes the submission of the 2020 Consolidated Annual Performance and
Evaluation Report – covering the period July 1, 2020 to June 30, 2021 – to the U.S. Department of Housing
and Urban Development.
