HomeMy WebLinkAboutCity Council Resolution 2021-197 CITY OF PLYMOUTH RESOLUTION NO. 2021-197 RESOLUTION REJECTING BIDS AND AUTHORIZING REBID FOR PLYMOUTH CREEK PLAYFIELD PARKING LOT RECONSTRUCTION PROJECT (PR150002.211) WHEREAS, City Council authorized the advertisement of bids through the 2021 Capital Improvement Program (CIP). The project includes designing a reconstruction of the parking lot addressing current issues and ADA compliant trails and driveway on the adjoining historic town hall area including additional parking stalls, reconstruction, curb repair, asphalt, inlet protection, water management, signage, striping and marking of the parking lot; and WHEREAS, on June 29, 2021, sealed bids were received and opened at Plymouth City Hall. The City received five bids and outlined below; and BIDDER ALT. A (CITY SUPPLIED BASE) ALT. B (+ HISTORICAL SITE IMPROVEMENTS) Bituminous Roadways, Inc. $647,826.34 $667,942.84 New Look Contracting, Inc. $653,071.95 $675,818.95 Sunram Construction, Inc. $712,786.00 $736,516.00 GMH Asphalt Corporation $745,480.84 $773,940.44 S.M. Hentges & Sons, Inc. $772,660.92 $799,865.92 Engineers Estimate $569,491.40 $588,640.40 WHEREAS, apparent low bid from Bituminous Roadways ($667,942.84 with alternate A and B) is $79,302.44 higher than the engineer’s estimate; and WHEREAS, staff is recommending to reject all bids, adjust the CIP in 2022 and re-bid in early 2022 when the bidding climate is likely to be more favorable; and WHEREAS, the estimated project cost will be increased from $500,000 to $800,000 utilizing Park Replacement Funds. Project costs are inclusive of bid construction costs, engineering fees and contingency. NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that bids for the Plymouth Creek Parking Lot Reconstruction Project (PR150002.211) are rejected and staff is authorized to rebid as a 2022 project. APPROVED by the City Council on this 27th day of July 2021.
