RESOLUTION NO. 2021-190
R ESOLUTION A PPROVING C OMPREHENSIVE P LAN A MENDMENT TO R EGUIDE
R OUGHLY 156.8 A CRES FROM P-I TO LA-1 (2021028)
WHEREAS, Hollydale GC Development, Inc. has requested a comprehensive plan amendment to
reguide roughly 156.8 of land located at 4710 Holly Lane from P-I (public/semi-public/institutional) to
LA-1 (living area-1); and
WHEREAS, the land affected by the reguiding is legally described as follows:
That part of Outlot D, Autumn Hills embraced within the Northeast Quarter of the Southeast
Quarter of Section 8, Township 118, Range 22 lying westerly of the following described line;
commencing at the northwest corner of Lot 16, Block 1, Autumn Hills 2nd Addition; thence
southeasterly to the southwest corner of Lot 16, Block 1, Autumn Hills 2nd Addition and said line
there terminating.
AND
Outlot D, Autumn Hills, EXCEPT that part embraced within the Northeast Quarter of the
Southeast Quarter of Section 8, Township 118, Range 22, FURTHER EXCEPTING that part of Outlot
D, Autumn Hills embraced within the Southeast Quarter of the Southeast Quarter of Section 8,
Township 118, Range 22 lying westerly of the following described line; commencing at the
northwest corner of Lot 16, Block 1, Autumn Hills 2nd Addition; thence southeasterly to the
southwest corner of Lot 16, Block 1, Autumn Hills 2nd Addition and said line there terminating.
AND
The West half of the Southeast Quarter of Section 8, Township 118, Range 22, Hennepin County,
Minnesota.
That portion of Lot 2, Block 1, RNL Subdivision described as the North 52 feet of Lot 2, Block 1,
and the South 146 feet of Lot 2, Block 1, according to the recorded plat thereof, Hennepin
County, Minnesota.
The Northeast Quarter of the Southwest Quarter of Section 8, Township 118, Range 22,
Hennepin County, Minnesota, EXCEPTING the Soo Line Railroad right of way.
The Southeast Quarter of the Southwest Quarter of Section 8, Township 118, Range 22,
Hennepin County, Minnesota, EXCEPTING the following:
That portion of the Southeast Quarter of the Southwest Quarter of Section 8, Township 118,
Range 22, platted as RNL Subdivision, Hennepin County, Minnesota.

FURTHER EXCEPTING
The West 175.00 feet of the South 275.00 feet of the Southeast Quarter of the Southwest
Quarter of Section 8, Township 118, Range 22, Hennepin County,
Minnesota.
FURTHER EXCEPTING
That part of the North 241.50 feet of the South 516.50 feet of the Southeast Quarter of the
Southwest Quarter of Section 8, Township 118, Range 22, which lies westerly of the following
described line:
Beginning at a point on the North line of said South 516.50 feet distant 205.00 feet East of the
Northwest corner of said South 516.50 feet; thence southerly to a point on the South line of said
North 241.50 feet distant 191.00 feet east of the Southwest corner of said north 241.50 feet, and
there ending, Hennepin County, Minnesota.
AND
Lot 1, Block 1, RNL Subdivision, Hennepin County, Minnesota.
AND
That part of Lot 2, Block 1, RNL Subdivision, Hennepin County, Minnesota, lying South of the
North 52 feet, and North of the South 146 feet thereof, Hennepin County, Minnesota.
WHEREAS, on June 2, 2022, the Planning Commission reviewed the request at a duly called public
hearing; and
WHEREAS, on June 22, 2021, the City Council reviewed the application and complete record.
WHEREAS, the Council makes the following findings:
1. As a general matter the City believes it should be reluctant to reguide property.
2. Unlike the great majority of situations in which requests for comprehensive guide plan
amendments come before the Council, declining to amend the City’s comprehensive guide
plan in this setting would effectively require one property owner to bear a disproportionate
burden of the task of providing and preserving open space in the community.
3. In this setting, that disproportionate burden carries with it a significant opportunity cost
reflected in the property’s valuation by the City’s financial consulting experts.
4. In light of the prevalent residential uses in areas in the general vicinity of the property, the
applicant’s request for a reguiding that would allow this property to also be used for
residential uses is a reasonable one.

5. The Council has considered the prospect that, without the requested reguiding, the property
could not be put to an economically sustainable use under its current guiding, zoning and
other relevant circumstances. In light of the value of the property as estimated by the City’s
financial consultants in June 2020, and those experts’ estimate of the relatively low
probability that resuming its use as a golf course would generate a profit (particularly in light
of the investments that would be needed to resume its use as a golf course), few if any
persons or businesses could be expected to acquire the property for the resumption of its
prior use as a golf course. A serious offer to acquire it for that use would likely carry a
purchase price that is a small fraction of the property’s value as estimated by the City’s public
finance consultants. Thus, few if any owners of such property would agree to accept such an
offer to acquire the property in this setting. The prospect of such a purchase does not provide
a persuasive basis to for the City to deny the reguiding request.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve an amendment to the comprehensive plan to reguide
roughly 156.8 acres of land located at 4710 Holly Lane from P-I (public/semi-public/institutional) to LA-1
(living area-1), based on the analysis contained within staff memos and the exhibits attached to the
aforesaid memos, all minutes from the above-mentioned meetings, all comments received by the public
or applicant, and any and all other materials distributed at these meetings, and the record of the
application reviews, which are hereby incorporated by reference.
FURTHER, to incorporate the changes, the city will modify Figure 3-2, 2040 Land Use Plan in
Chapter 3 and any other applicable chapters of the Plymouth Comprehensive Plan; and
FURTHER, approval of the comprehensive plan amendment is contingent upon, and subject to,
the required review and response by the Metropolitan Council.
