R ESOLUTION N O. 2021-175
R ESOLUTION A PPROVING V EHICLE L EASE P ROGRAM FOR THE
P UBLIC S AFETY D EPARTMENT
WHEREAS, the current Public Safety fleet is made up of vehicles paid for at delivery in-full by the City
under a state contract as well as vehicles that have been forfeited for criminal offenses; and
WHEREAS, the Public Safety Department maintains a fleet with vehicles as old as 10 years with
diminishing values; and
WHEREAS, Public Safety fleet vehicles (not including forfeited vehicles), are initially paid for in-full
under current state contract prices; and
WHEREAS, a vehicle lease program would eliminate the full, initial out of pocket expenditure for each
vehicle and only require a monthly lease cost; and
WHEREAS, the proposed Enterprise Fleet Management lease program would eliminate older low-
value vehicles from the fleet and replace them with new vehicles under factory warranty that bring in higher
resale values at the end of their lease thus off-setting future costs; and
WHEREAS, the Enterprise Fleet Management lease program would reflect lower maintenance costs
and save the City approximately $453,000 over the next four years.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the Public Safety vehicle lease program with Enterprise Fleet Management is approved.
