Special Council Meeting
June 8, 2021
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. on June 8,
2021.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Davis, Roehl, Willis, and
Prom.
ABSENT: None.
STAFF PRESENT: City Manager Callister, City Engineer LaBounty, Community Development Director
Juetten, Parks and Recreation Director Evans, Recreation Manager Hemp, Economic Development
Manager Parr, Public Safety Director Fadden, Fire Chief Coppa, and City Clerk Engdahl.
Highway 55 Improvements
Andrew Lutaya,Alan Rindels,from MnDOT, provided a presentation on proposed Highway 55
improvements.These improvements, at a proposed cost of$13.5 million, would occur the fall of 2023
through the spring of 2024. Improvements include pavement preservation, drainage infrastructure-
remove and replace, pedestrian crossing enhancements for ADA, intersection safety program—access
modifications(Old Rockford Road and Urbandale Court), partial closures as unsignalized intersections,
new signals at Vicksburg Lane, safety improvements, and improve neighborhood connectivity.
Council provided informal comments on these improvements.
Closed Session
Motion was made by Councilmember Roehl, and seconded by Councilmember Carroll,to close the
meeting as permitted by MN Statute Section 13D.05 Subd. 3(d)to receive a security briefing from Public
Safety Director Erik Fadden regarding procedures and plans to protect public buildings and
infrastructure, to discuss issues related to security systems, to discuss emergency response procedures,
and discuss security deficiencies in or recommendations regarding public services, infrastructure and
facilities. Disclosure of the information discussed would pose a danger to public safety or compromise
security procedures. With all members voting in favor,the motion carried.
Motion was made by Councilmember Carroll,seconded by Councilmember Roehl,to go back into open
session.With all members voting in favor,the motion carried.

Future Study Sessions
No study sessions were scheduled.
Councilmember Davis made a suggestion to consider collecting 1%of total development costs for public
art. Councilmembers Davis and Carroll stated they will research this and report back to Council at a
future date.
Community Development Director Steve Juetten announced that he submitted his resignation, and he's
retiring effective September 8.
