HomeMy WebLinkAboutCity Council Resolution 2021-147 C ITY OF P LYMOUTH R ESOLUTION N O. 2021-147 R ESOLUTION A PPROVING P UBLIC I MPROVEMENT AND S PECIAL A SSESSMENT A GREEMENT FOR 2020 S TREET R ECONSTRUCTION P ROJECT (ST209001) WHEREAS, 9600 24th Avenue, legally described as Lot 9 and the west 17.85 feet of Lot 10, all in Block 11, Rearrangement of Medicine Lake Park Third Division, Hennepin County, Minnesota, is proximate to the 2020 Street Reconstruction Project (ST209001) and the public improvement will install a water service to the Property and connect the Property to the City’s water distribution system (“Project”); and WHEREAS, the Owner has requested that the City assess the cost of the project against the property; and WHEREAS, the City has received a signed Public Improvement and Special Assessment Agreement, waiving all applicable assessment procedural requirements and requesting to be assessed for the public improvement costs in the amount itemized therein for the Property; and WHEREAS, the amount of the project assessed to the Owner is $6,499.75. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. The Public Improvement and Special Assessment Agreement between the City of Plymouth and Joseph Hiller for the 2020 Street Reconstruction Project has been approved and the Mayor is authorized to execute the Agreement and any Amendments to the Agreement. 2. The public improvement costs amounting to $6,499.75 are hereby adopted and shall constitute a special assessment against the Property and hereby made part of this Resolution by reference and that the tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 3. Such assessment shall be payable in equal annual installments extending over a period of 15 years, the first of the installments to be payable in 2022 and shall bear the interest rate of 3.23% per annum from the date of adoption of this assessment Resolution. To the first installment shall be added interest on the entire assessment from November 1, 2021 until December 31, 2022. 4. The City Clerk shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be extended on the property tax lists of the County.
