HomeMy WebLinkAboutCity Council Minutes 05-25-2021Adopted Minutes Regular City Council Meeting May 25, 2021 Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on May 25, 2021. COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, Davis, and Prom. Councilmember Willis participated remotely per State Statute 13D.021). COUNCIL ABSENT: None. STAFF PRESENT: City Manager Callister, Community Development Director Juetten, Public Safety Director Fadden, Economic Development Manager Parr, Public Works Director Thompson, Fire Chief Coppa,Senior Planners Drill and Berglund, Parks and Recreation Director Evans, City Forester Buck, Recreation Manager Kemp, City Engineer LaBounty,City Attorney Mattick, and City Clerk Engdahl. Plymouth Forum There was no one present to address the Council. Presentations and Public Information Announcements 4.1) Proclaim May 25 as"Arbor Day" City Forester Buck reported that this evening, members of the Plymouth Rotary Club planted a tree in front of city hall in honor of former Public Safety Director Goldstein. Mayor Wosje read a proclamation declaring May 25 as"Arbor Day." 4.2) Announce Music in Plymouth on July 7 and 5K run on June 26 Barb Willis,Tom Barron and Mele Willis,from the Plymouth Civic League, announced this year's Music in Plymouth on July 7 and 5K run on June 26. 4.3) Accept Donation from Plymouth Lions Club and Plymouth Crime and Fire Prevention Fund for new K-9 Public Safety Director Fadden introduced Jackie Hogshire from the Plymouth Crime and Fire Prevention Club, who spoke to the recent donations received for a new K-9. Adopted Minutes Page 1 of 4 Regular Meeting of May 25, 2021 Motion was made by Councilmember Prom, and seconded by Councilmember Carroll,to adopt a Resolution Accepting Donation for Purchase of Police K-9 (Res2021-159).With all members voting in favor,the motion carried. 4.4) Proclaim May 16-22 as"National Public Works Week" Mayor Wosje read a proclamation declaring May 16-22 as"National Public Works Week." Approval of Agenda Staff requested item No. 8.1 be tabled to June 8 by request of applicant. Motion was made by Councilmember Prom, and seconded by Councilmember McGregor,to approve the amended agenda. With all members voting in favor,the motion carried. Consent Agenda Motion was made by Councilmember Prom, and seconded by Councilmember Carroll,to adopt the Consent Agenda that included the following items: 6.1) Council Minutes from Regular Meeting of May 11, 2021. 6.2) Resolution Approving Disbursements ending May 14, 2021 (Res2021-144). 6.3) Resolution Approving Site Plan Amendment to Allow Ground Mounted Solar Panels located at 1145 Shenandoah Lane (2021012 - Res2021-145). 6.4) Resolution Approving Conditional Use Permit for Mathew Schroeder for Property located at 3905 Annapolis Lane (2021024- Res2021-146). 6.5) Resolution Approving Public Improvement and Special Assessment Agreement for 2020 Street Reconstruction Project(ST209001- Res2021-147). 6.6) Resolution Approving Conditional Use Permit and Site Plan Amendment for Property located at 9905 45th Avenue (2021022- Res2021-148). 6.7) Resolution Authorizing Possession,Sale, and Consumption of Intoxicating Liquor Beverages at the Hilde Performance Center(Res2021-149) and Resolution Approving Temporary Liquor License Application of the Plymouth Civic League (Res2021-150). 6.8) Resolution Accepting Grant from the Minnesota Department of Health for Wellhead Protection Plan Implementation (Res2021-151). 6.9) Resolution Declaring the Reconstruction of County Road 47 as the City's Top Legislative Priority ST220001- Res2021-152). Adopted Minutes Page 2 of 4 Regular Meeting of May 25, 2021 6.10) Ordinance Amending Chapter 21 of the Plymouth City Code to Amend the Northwest Business Campus 5th Addition PUD for Properties located at 2800 Campus Drive, 3000 Campus Drive, 2905 Northwest Boulevard, and 2955 Xenium Lane (2021027 -Ord2021-10), Resolution Approving Findings of Fact for Amending the Zoning Ordinance Text related to Northwest Business Campus 5th Addition PUD, 2800 Campus Drive, 3000 Campus Drive, 2905 Northwest Boulevard, and 2955 Xenium Lane (2021027- Res2021-153), Resolution Approving PUD Amendment for Eagle Ridge Partners for Northwest Business Campus 5th Addition for Properties located at 2800 Campus Drive, 3000 Campus Drive, 2905 Northwest Boulevard, and 2955 Xenium Lane (2021027 - Res2021-154), and Resolution Approving Summary Publication of Ordinance No. 2021-10(Res2021-155). 6.11) Resolution Approving 2021-2023 Labor Agreement between the City of Plymouth and Law Enforcement Labor Services(LELS)—Sergeants (Res2021-156). Councilmember McGregor recused herself from item No. 6.6. Motion carried. Public Hearings There were no public hearings. General Business 8.2) Variance to Side Yard Setback at 425 Pineview Lane North (Rochelle Dotzenrod and Jacob Christensen–2021011) Senior Planner Berglund presented this item. Rochelle Dotzenrod,applicant, summarized the reasons for the proposed addition. She noted why the southern portion of the addition is not lined up with the screened-in porch. She also explained how the proposed addition is laid out because of the current hallway. Patrick Kinney,421 Pineview Lane North, stated he opposes the proposed addition. In response to questions from Council,Senior Planner Berglund provided the following information: Mr. Kinney's home is one of the lots that is nonconforming to the setback requirements. The current setback requirement was established in 1996, and homes that were constructed prior to 1996,did not line up to that requirement. The option to not include the added three feet onto the addition that exceeds the setback requirement was looked at. Motion was made by Councilmember Carroll, and seconded by Councilmember Willis,to adopt a Resolution Approving a Variance to the Side Yard setback to Allow a Home Addition for Property located at 425 Pineview Lane North (2021011-Res2021-158). With all members voting in favor but Roehl,the motion carried. Adopted Minutes Page 3 of 4 Regular Meeting of May 25, 2021 Reports and Staff Recommendations 9.1) Set Future Study Sessions Council made the following changes to scheduled study sessions: Removed the discussion regarding a convention and visitors bureau on June 22 to later this year.
