Action Requested: Receive a presentation by MnDOT staff on Highway 55 Pavement Preservation Project. 2. Background: The Minnesota Department of Transportation (MnDOT) has scheduled a pavement preservation project for Highway 55 in fiscal year 2024. This project will include pavement restoration from Golden Valley to I-494, and will also include safety improvements, access changes at various intersections, and pedestrian and bicycle improvements throughout the entire corridor in Plymouth. Project location map and post card that was used with community engagement is attached. City staff has been working with MnDOT to ensure that potential BRT station area improvements along Highway 55 are explored, that MnDOT considers known problem areas in the corridor, and that where possible, City improvements are coordinated with this project. This includes exploring collaboration on the proposed Highway 55 trail underpass near Station 73, incorporating a trail between Evergreen Lane and West Medicine Lake Boulevard, and collaborating on improvements at Vicksburg Lane, Hamel Road, and near the 2022 reconstruction project area. To understand and garner feedback from businesses and residents adjacent to the highway, the City utilized an online community engagement tool called Social Pinpoint beginning in May 2021. The 50 comments received by June 1 included 13 traffic safety issues, 8 walking/biking concerns, and 29 ideas/comments. Copy of all comments received and the top 10 comments "given a thumbs up" by others visiting the page is also included with the packet. I hope you are not closing both of them as that will force a lot of traffic onto Sioux Drive and over the railroad tracks causing back ups due to heavy train traffic .0 0 5/21/2021 I Have an Idea/Comment HORRID intersection. First of all, the light is a 3 minute light to get from west bound 55 onto co road 6. However, the biggest issue is the constant (WAY worse than records will show as many just do not call the cops) accident of people merging from Co rd 6 onto Eastbound 55. We NEED AN ACCELERATION LANE!!!!!!!!!!!!!!2 0 5/21/2021 I Have an Idea/Comment Getting onto the highway from 18th Avenue is very dangerous. It has been made worse recently with the advent of a new guardrail just east of 18th avenue which blocks view. Also, coming East on 55 to cross to 18th Avenue is awful at 3pm-6pm.1 0 5/21/2021 I Have an Idea/Comment A sidewalk so that residents living off of HWY 55 can travel via bike, running and walking is so important. We currently bike down 55 with small children to get access to trails, parks, etc., and it is not ideal and dangerous. We live on Evergreen Ln, and hear this comment from surrounding neighbors continuously. We live in such a great place, with no access to anything. Thanks!3 0 5/21/2021 I Have an Idea/Comment Please eliminate the extra wide lane on the inside of eastbound 55 that gradually narrows before opening back up to a turn lane. People move all the way to the left shoulder because they want to turn left and then drift back into other traffic as it narrows. It happens all the time. I deliberately drive in the right most lane just to avoid the messes that it causes 1 0 5/23/2021 I Have an Idea/Comment Extend the westbound 3rd lane from Plymouth Rd to Vicksburg Ln. As much or more traffic turns at Vicksburg as Plymouth Rd.2 0 5/23/2021 I Have an Idea/Comment We are in charge of contacting the state to have the east side of 18th Avenue mowed each year, atleast twice a year minimum. If we do not do this, it greatly obstructs our view when turning off 55 onto 18th and then onto Oakview Lane. The contact I have at the state is responsive to my emails, but if you could ever get this to be regularly done, that would be great. I've been in charge since atleast 2013.0 0 5/23/2021 I Have an Idea/Comment The timing of the light from South bound W Med Lk Rd to East bound 55 often isn't long enough for a car to get all the way onto 55 before it turns yellow. If there are more than 2 cars in line (and there often are) this leads to people running through the intersection on a red. Atleast most of the day, perhaps not at rush hour?1 0 5/23/2021 I Have an Idea/Comment The light at Medicine lake road onto 55 going east is so short, often only 2 cars can get through it and often the second one is not totally through before it turns red and they give out tickets for that. IF for any reason you are planning to change access for those living further west of 55, and eliminate access to the highway, this intersection CANNOT be the answer.1 0 5/25/2021 I Have an Idea/Comment This intersection is extremely dangerous with east bound traffic on 55 turning onto Old Rockford Road front of west bound traffic on 55. It also is dangerous for the west bound side turning onto Hamel Road. Young drivers use this as a shortcut to Wayzata HS instead of traveling further east to the controlled intersection of Peony and Hwy 55. Closing or modifying this intersection is sorely needed.0 0 5/25/2021 I Have an Idea/Comment Another dangerous intersection due to the lack of turn lanes on 55 both east and west bound. East bound drivers commonly do a U turn to go west bound to turn right on Old Rockford Road. This intersection and the Hamel/Old Rockford intersection are extremely dangerous. I have witnessed numerous near misses.0 0 5/24/2021 I Have an Idea/Comment Even though another stoplight would slow down traffic flow on Hwy 55 in both directions, I feel we need to close either Urbandale or Hamel Road exits altogether (close one of these intersections) and add a traffic light at the remaining intersection BEFORE we have a fatal crash as people try to cross these unsafe intersections today. Unfortunately, it is just a matter of time before a catastrophe will occur in their current state. Newbies try to turn left off 55 like it is, and get in the way of those who know to turn left in front of the oncoming turning traffic. Additionally, on the south side, it would be good to close the eastbound 55 to frontage road so the much higher traffic action of westbound 55 to westbound frontage road is more direct.5 0 5/20/2021 I Have an Idea/Comment Pre-pandemic traffic would often back up at this intersection from people heading northbound on CR73, wanting to turn west to 55 during evening rush hour. (Backed up for several blocks). It blocks the view to enter 55 from 18th Avenue AND it makes the turn lane from 55 onto 18th too narrow for many trucks. Therefore the trucks hang out into the traffic lane. We can manage this difficult intersection, but the guardrail must be fixed to as it was before this recent change.1 0 5/21/2021 I Have an Idea/Comment The W Hwy 55 frontage road is such a residential street that it would be ideal if the intersection was removed. There is an intersection less than a half mile away at Goldenrod Ln N, a better entrance/exit for highway 55 because of the increased visibility making it safer. It is dangerous for children to have people coming directly off of highway 55 into our neighborhood and safety could be massively improved with the intersection's full removal on the West side.6 2 5/20/2021 I Have an Idea/Comment The short street on the south side of 55 only allows for a few cars to be ready to proceed thru 55 when the light is green. It can be challenging for people who want to go straight on the frontage road, when cars wanting to turn onto 55 end up sitting through a few cycles of lights. Cars going straight will get creative to go around those stuck for several minutes at the light.3 0 5/27/2021 I Have an Idea/Comment Could we please have a flashing yellow light for west bound 55 traffic that are turning left onto co rd 6. It strikes me that it would be significantly cheaper than a bridge over (much smaller foot print) and if done right reduce the need for pedestrians to cross over the road. I cannot believe this has never been addressed. There needs to be a longer merging lane or something to allow drivers to stop rear ending each other as they speed up and stop trying to get onto 55 2 0 5/22/2021 Traffic Safety Issue On eastbound 55 - maintain a the left turn lane from 494 to Northwest Blvd as people begin slowing down at 494 and try to get over but are forced back into the lane by the right merging action of the left shoulder layout. Also consider no turn on red for the westbound turning traffic in the AM rush - people regularly underestimate the speed of westbound traffic and pull across all lanes to get to the left turn lane (and NW Blvd).0 0 5/23/2021 Traffic Safety Issue Guardrail issue applies to traffic safety. Not all involve the cops so may not be reported. Highly dangerous. We have asked for help before. The current config surprises folks into merging left as traffic bottles up from the downstream lights - I see too many close calls (nearly daily during the evening rush). It's a re-ender waiting to happen.2 0 5/25/2021 Traffic Safety Issue I would like to see a controlled intersection where Larch Lane crosses across 55 to the south. There is a large volume of traffic from the south that uses that access to 55, and the neighborhood on the north side, Larch and Ives Lanes (about 49 homes), has difficult access to the Hwy there at rush hr. I have witnessed numerous accidents over the years there. During rush times 8-10 vehicles are in the median. School/daycare on the south side adds to the volume of cars leaving and entering 55.1 0 5/27/2021 Traffic Safety Issue Acceleration lane from 18th Ave onto 55 would be big improvement.1 0 5/27/2021 Traffic Safety Issue The new guard rail on 55 west blocks the view of oncoming traffic, as you are turning onto 55 west from 18th ave. It is VERY dangerous as the oncoming traffic is obstructed by the new guard rail. This new guard rail needs to slope down.1 0 5/25/2021 Traffic Safety Issue Could you limit the right turn from Co Rd 6 to Hwy 55 east, to turn on green only? The yield is difficult because there is a very short merge lane, and drivers just tend to just GO instead of yielding to eastbound traffic on 55. If you do stop to yield for safety reasons, other drivers on 6 are aggressively honking and/or tailgating. I avoid the intersection whenever I can because I don't want to be rear ended, which I have seen numbers of times. Our family currently walks along HWY 55 to get to the nearest sidewalk at W. Medicine Lk Dr. At minimum, a paved path parallel to HWY 55 between Evergreen and W Medicine Lk Dr would give our neighborhood access, although extending it to goldenrod would be ideal. We have been advocating for this for years. It would make a huge difference for our daily lives being able to take a walk without going out on the highway 4 0 5/21/2021 Walking/Biking Safety Concern The Goldenrod and Forestview neighborhood has no access for kids or families to easily get to W Medicine Lake Drive safely, or to walk to and cross 55 to the business there. There are 20+ kids and 15+ dogs in this neighborhood and there is very little walkability. Families are often walking/biking on 55 to get to the sidewalks/trails. It is very unsafe especially with the cars turning right from w medicine onto 55, that are looking over their shoulder to merge. Safety is a major concern, especially for kids.
