HomeMy WebLinkAboutCity Council Minutes 04-27-2021 SpecialAdopted Minutes Special Council Meeting April 27, 2021 Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m.on April 27, 2021. COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Davis, Roehl, and Prom. Councilmember Willis participated remotely per State Statute 13D.021). ABSENT: None. STAFF PRESENT: Public Works Director Thompson, City Engineer LaBounty, Community Development Director Juetten, Recreation Manager Hemp, Senior Planner Sommers, Transit Manager Nasin, IT Support Gable, and City Clerk Engdahl. Highway 55 Bus Rapid Transit City Engineer LaBounty provided a presentation on Bus Rapid Transit(BRT) on Highway 55 from Minneapolis to Medina.The components included: 2015 Transit Corridor Study completed by the Metropolitan Council.The route meets many goals for Plymouth and cities along the Highway 55 corridor. Study also showed a strong need for reverse commuting (i.e., bringing workers outward to Plymouth). Route 757 all day service trial scheduled for 2024-2025. Route and specific stop locations currently are being reviewed. Station Area Microstudy—allows Plymouth to take advantage of upcoming opportunities to improve potential station areas during development/redevelopment, MnDOT's Highway 55 Pavement Preservation Project in 2024, County Road 73 Small Area Study(Community Development), and City Center 2.0 visioning. Regarding Station Area Microstudy, Council provided input on potential locations for stops at Ford Road at Shelard Parkway, Station 73 (in-line with underpass), Xenium Lane/Northwest Boulevard, City Center Hilde and library stations), and Dunkirk park and ride. City Engineer LaBounty noted there are current bills in the Minnesota Senate and House for the Metropolitan Council to conduct a robust BRT alternatives analysis at an approximate cost of$2.5 million. Future Study Sessions Council scheduled a study session on August 10 at 5:00 p.m.to discuss Comstock Lane and Schmidt Lake Road.
