Action Requested: The Mayor provides instructions for the public to observe the meeting by phone or online. 2. Background: Council meetings will be conducted virtually (via Zoom webinar/conference call) due to the state of local emergency for the COVID 19 pandemic. To observe/listen to the meeting, please register in advance at: https://us02web.zoom.us/webinar/register/WN_KKhltsHaQxeADOWNKLoLQA No public comments are taken at study sessions. Comments can be emailed to the Mayor and City Council at council@plymouthmn.gov or to the City Manager at dcallister@plymouthmn.gov. Action Requested: Receive presentation on Highway 55 Bus Rapid Transit. 2. Background: In recent years, Council has discussed a potential Bus Rapid Transit (BRT) route along Highway 55 from Minneapolis to Medina. Staff will present an overview of the past Highway 55 BRT studies and provide an update on current BRT initiatives (all day service pilot project awarded to Metro Transit and the Plymouth station area micro study). There will be multiple project opportunities in the near to mid-term which the City could take to advance support of future Highway 55 BRT. Staff has attached a presentation to facilitate the discussion. 3. Budget Impact: Budget impact will be determined based on feedback from the Council. 4. Council •Route from Minneapolis to Medina studied. •Route meets many goals of for Plymouth and cities along Hwy 55 corridor. •Found strong need for reverse commuting (i.e., bringing workers outward to Plymouth) 6 Route 757 All Day Service Trial •Metro Transit recently awarded regional solicitation dollars for an all-day transit service along Hwy 55 (Minneapolis to Plymouth). •Scheduled for 2024-2025 (being reviewed). •Route and specific stop locations currently being reviewed. •This acts as a great test case for future BRT along the corridor. 7 Station Area Microstudy •Plymouth wants to take advantage of upcoming opportunities to improve potential station areas •Development/redevelopment •MnDOT’s Hwy 55 Pavement Preservation Project (2024) •Co. Rd. 73 Small Area Study (Community Development) •City Center 2.0 Visioning •Goal is to understand: •Where do stations functionally make the most sense. •How does BRT function with Hwy 55 traffic and signals. •What barriers and opportunities exist near the stations. 8 Station Area Microstudy •Ford Road •Station 73 •Northwest Blvd •City Center •Dunkirk Park & Ride 9 10 11 12 13 14 15 16 17 18 Upcoming Work •Preliminary design of Station 73 underpass in coordination with MnDOT pavement project. •There are current bills in the House and Senate to have the Met.
