R ESOLUTION N O. 2021-124
R ESOLUTION A WARDING C ONTRACT FOR THE
2021 S TREET R EHABILITATION P ROJECT (ST219002)
WHEREAS, pursuant to an advertisement for bids for the 2021 Street Rehabilitation Project, bids
were received, opened, and tabulated according to State law, and the following bids were received
complying with the advertisement:

Park Construction Company $2,862,069.05
GMH Asphalt Corporation $3,085,544.00
Northwest Asphalt $3,678,690.86
Engineers Estimate $3,930,917.15
WHEREAS, it appears that Park Construction Company of Minneapolis, Minnesota is the lowest
responsible bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Park Construction Company
of Minneapolis, Minnesota.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The appropriate City Officials are authorized and directed to enter into the contract with
Park Construction Company of Minneapolis, MN, in the name of the City of Plymouth for the
2021 Street Rehabilitation Project according to the plans and specifications therefore
approved by the City Council and on file in the office of the City Engineer in the amount of
$2,862,069.05.
2. The total cost of the project is $4,788,699.98, which includes construction costs
($3,329,974.72), completed preventative maintenance ($626,231.58), 15% for engineering,
administration, and inspection ($499,496.21), and a 10% construction contingency
($332,997.47).
BE IT FURTHER RESOLVED, that the project would be funded from the following sources: Street
Reconstruction Fund ($1,060,079.04), MSA Fund ($1,586,669.73), special assessments ($1,346,352.32),
Water Fund ($350,367.93), Water Resources Fund ($24,891.25), Sewer Fund ($248,962.08), Park
Replacement Fund ($141,859.50), and Park Dedication Fund ($29,518.13).
APPROVED by the City Council on this 13th day of April, 2021.
