R ESOLUTION N O. 2021-082
R ESOLUTION A PPROVING P RELIMINARY P LAT AND F INAL P LAT FOR “H AMPTON H ILLS
7 TH A DDITION” FOR O UTLOTS C AND D OF H AMPTON H ILLS 4 TH A DDITION,
LOCATED ALONG P OLARIS L ANE WEST OF N IAGARA L ANE (2020 099)
WHEREAS, Tradition Development has requested approval of a preliminary plat and final plat for
“Hampton Hills 7th Addition” to include seven single-family lots along Polaris Lane west of Niagara Lane;
and
WHEREAS, the property is presently legally described as Outlots C and D, Hampton Hills 4th
Addition, Hennepin County, Minnesota; and
WHEREAS, City staff has prepared a development contract covering the improvements related
to said plat.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve the request by Tradition Development for a preliminary
plat and final plat for Hampton Hills 7th Addition; and
FURTHER, that the development contract for said plat is hereby approved, and that upon prior
execution of the development contract by the Developer, the Mayor and City Manager are authorized to
execute the development contract on behalf of the City; and
FURTHER, that the following conditions apply to said plat:
1. The preliminary plat and final plat for Hampton Hills 7th Addition is approved in accordance
with the plans received by the City on December 7, 2020, except as may be amended by this
resolution.
2. If Homeowner’s Association (HOA) documents are to be implemented, they shall address: a)
responsibilities for maintenance, repair, and replacement of wetland buffers, buffer
monuments, sidewalks, trails, any Developer-installed retaining walls, and other similar or
common features, and b) clearing of rank vegetation and maintenance of native vegetation
within wetland buffer areas.
3. Prior to recording the final plat, the Developer shall:
a. Receive city approval of final construction plans.
b. Execute the development contract and provide the related financial guarantees and
fees.
c. Provide a copy of any draft/proposed Homeowner’s Association documents for City
review prior to the Developer’s incorporation of the Hampton Hills 7th Addition into the
Master Homeowner’s Association for Hampton Hills.

4. Prior to issuance of building permits for lots abutting wetlands, permanent wetland buffer
monument signs shall be installed pursuant to ordinance requirements.
5. Prior to issuance of building permits, the existing cellular monopole tower shall be removed
from the site. A separate demolition permit is required prior to removal of that tower.
6. Standard Conditions:
a. No building permits shall be issued until the final plat is recorded, the streets (including
curb and gutter installation) needed for access to lots where permits are requested are
paved with the first lift of asphalt, and the sewer and water service utilities are tested
and approved by the City Engineering Department.
b. The RSF-3 zoning standards shall be complied with. No variances are granted or
implied.
c. Maintain and extend the sidewalk along the south side of Polaris Lane.
d. Provide the standard City detail plate in the plan set to address required sidewalk
construction.
e. A looped watermain system is required.
f. Existing hydrants shall remain in current locations.
g. Watermain installed and connected to the existing development shall be the same size
as existing watermain.
h. If the required sidewalks are not installed when the streets are installed, no building
permits shall be issued for lots abutting the future sidewalk unless a separate sidewalk
agreement is provided for each affected lot.
i. Pursuant to the landscaping regulations in the Zoning Ordinance, the Developer shall
plant, or cause to be planted, two trees (2.5 inch minimum caliper) within the front yard
area of each of the seven lots.
j. This approval shall expire two years after the date of approval, unless the property
owner or applicant has recorded the final plat, or unless the applicant, with the consent
of the property owner, has received prior approval from the City to extend the
expiration date, as regulated under Section 512 of City Code.
