Item:Instructions to participate in the Virtual Council Meeting
1. Action Requested:
The Mayor provides instructions for the public to observe the meeting by phone or online.
2. Background:
Council meetings will be conducted virtually (via Zoom webinar/conference call) due to the state of
local emergency for the COVID 19 pandemic.

No public comments are taken at study sessions. Comments can be emailed to the Mayor and City

Item:Discuss County Road 73 Area Study
1. Action Requested:
Provide direction to staff on future planning for the area in the vicinity of County Road 73 and Old
County Road 15.
2. Background:
Over the past couple of years staff has talked to a few developers interested in redeveloping the
Apostolic Lutheran Church property located at 11015 Old County Road 15 (at the intersection of
County Road 73 and Old County Road 15) and the three large single family parcels directly to the
south. In 2018, United Properties presented a sketch plan to the City Council for a senior facility on a
few of the parcels. Lastly, in 2020, Council approved the purchase of an outlot directly east of the
new Starbucks for the potential future realignment of County Road 73.
Staff requests direction on what planning process Council would like to follow for planning of
potential future redevelopment of these parcels and other properties in the area. Currently,
neighborhood discussions with commercial and residential property owners in the area have not
occurred and would be a part of any process. Staff has attached a presentation to facilitate the
discussion.

Budget impact will be determined based on the direction of the Council.

Parks Comments
•LaCompte Park
•Park is way too small (the park is a playfield and 6.34 acres is too small to provide
desired playfield amenities)
•Would like to expand the park, really the only park in the southeast
•Parcels east and west would be great
•Active space and parking
•Drainage on parcel south of park is poor and snow melt and large rain events flood
some of the park –this may be somewhat caused by the parcels to the south damming
the water flow to get access to the rear of the parcels
•Open space
•Back of three parcels south of LaCompte Park (similar to parcels further south)
•Much of the land was purchased with open space bonds and cannot be used for paved
trails or active uses
•Trail
•Trail along Old Co. Rd. 15 (one side or another)
•Trail connection will be necessary between Old Co. Rd. 15 and future Three Rivers Trail
along Co. Rd. 73 7
Public Works Comments
•Will this be a “small area plan”?
•Is the reason for the study development driven or city driven?
•Drainage
•Agreed that drainage to the park is an issue
•Idea that the back 2/3rds of 418, 408 and 406 Zachary should be added to the park property to the south.
•Possibly create a wetland bank of all this area.
•A drainage issue currently exists from Co. Rd. 73 that runs through the park property north of 314 Zachary and
then across the back corner of this property
•Transportation
•Important to figure out the Hwy 55 frontage road connection to future Co. Rd. 73, which may never provide the
desired separation from Hwy 55
•Possibly close the east/west section of Old Co. Rd. 15 in front of Station 73 and keep the leg in front of the church.
This would close the Old Co. Rd. 15 connection by Co. Rd. 73 at 55 and place it future south on Co. Rd. 73. (this
was included the discussion of closing the section of Co. Rd. 73 in front of the church) –both should be looked at
•Sunset Trial should create a T intersection with Co. Rd. 73
•If BRT, Station 73 will be a hub, access will need to be considered (see second item above).
•SRF (Mona) is the lead on the BRT study
•We should have a conversation with Hennepin County as part of the study.
•Land Use
•Possibly the commercial/office parcels between Old Co. Rd. 15 and Hwy 55 could be future Transit Oriented
Development parcels if ever redeveloped)
•If the section of Co. Rd. 73 in front of the church is eliminated could the current properties north of this be
redeveloped with the church property as on larger parcel rather than separating the land use north/south

•Eventually we could have service uses along Hwy 55, especially if we get BRT and Station 73
is a station
•The larger the redevelopment parcel the better
•Don’t see much retail potential along Co. Rd. 73
•We think Strikers will stay

Three Rivers Comments
•Eagle Lake to Bryant Lake Regional Trail
•Three Rivers is currently developing a master plan
•Website just went live a week ago (https://www.letstalkthreerivers.org/eagle-to-bryant-lake-regional-trail)
•Master plan expected to be completed in mid-2021
•They believe at this point that Co. Rd. 73 right-of-way is wide enough to add a ten-foot trail (however, they have
not discussed this with Hennepin County)
•The do think the stretch of right-of-way in front of Station 73 is tight
•They stated the first stretch of trail that is constructed would be from Bryant Park to Ridgedale
•They currently have no funding but expect this section of trail to be 3-4 years out
•Section in Plymouth would be further down the road
•They are planning one or two online meetings in December to talk to the property owners along Co. Rd .73
•They will be asking for an agreement with the city that would say that we will continue to work
with them to locate the trail corridor
•City Land
•They have some interest in possibly moving the trail east and go through the wetland area
•Need property to allow for a connection through the area and to LaCompte Park
•They stated that a trail through this area would most likely be more expensive (soils, boardwalk,
etc.)
•Would need to study a connection from Co. Rd. 73 to the area (City has to points were property
connects to Co. Rd. 73)

Hennepin County Comments
•Introductory telephone and email exchanges have occurred
•Currently Hennepin County has no plans to upgrade the Co. Rd. 73/Zachary Lane or Old Co. Rd.
15. and they have no funding for such improvements
•The County’s ultimate desire would be a perfect solution with all intersections meeting spacing
guidelines (which is all but impossible)
•They are open to continued conversations about future improvements
