The following members were present: Mayor Davenport, ouncilmem-Fers Hoyt, Neils, Schneider and Threinen e tollowing members were absent: none Councilmember Neils introduced the following Resolution and moved Its adoption: RESOLUTION NO. 80-892 APPROVING RPUD CONCEPT PLAN FOR B -T LAND COMPANY FOR "WEST MEDICINE LAKE TERRACE" LOCATED IN THE NORTHEAST QUADRANT OF WEST MEDICINE LAKE ROAD AND COUNTY ROAD 9 (80008) WHEREAS, B -T Land Company has requested approval of an RPHD concept plan for "West Medicine Lake Terrace" on approximately 40 acres in the south half of Section 10 east of West Medicine Lake Road and northerly of County Road 9; and, WHEREAS, the Planning Commission has reviewed the proposal at a duly called public infol.71Ztional meeting and has recommended approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the RPUD concept plan for "West Medicine Lake Terrace" for B -T Land Company east of West Medicine Lake Road and northerly of County Road 9 subject to the following conditions: 1. Compliance with the City Engineer's Memorandum. 2. Compliance with the related area Environmental Assessment Worksheet approved' for this area. 3. Preliminary plat to reflect consideration of transition to neighboring single family residential areas; developer shall demonstrate conformance to the City's transition requirements at the preliminary plat stage with through section (profile) graphics. 4. Approved density ratio of 2.2 units per acre for LA -1, and 3.4 units per acre for LA -2 based upon an assignment of 2 bonus points (per criteria D); the total number of dwelling units shall not exceed 108, consisting of 36 single family detached units and 72 attached dwelling units. The final density shall be exclusive of the land area below the established high water elevation to be certified on the preliminary plat and verified by the City Engineer. 5. Design consideration shall be given to reconfiguration of the internal street system to reduce the length of the cul-de-sac street and provide further loop street system without intersection with West Medicine Lake Drive. Resolution N 80-892 Page 2 6. Development shall be phased to coincide with the availability of City utilities and shall be consistent with the adopted Capital improvements Plan. 1. Phased development shall be regulated by ordinances and policies in effect at the time of development.
