Pursuant to due call and notice thereof, a rPgul4r meeting of the City
Council of the City of Plymouth, Minnesota, was -held on the 6th day of
_October , 19gQ._. The following members were present:
Mayor Hunt, Councilmembers Davenport, Hoyt, Neils and Schneider
The following members were absent: None
Councilmember Neils introduced the following Resolution and moved
is adoption:
RESOLUTION NO, 80-750
APPROVING SITE PLAN AND CONDITIONAL USE PERMIT FOR PLYMOUTH COVENANT CHURCH
LOCATED IN THE NORTHEAST QUADRANT OF THE INTERSECTION OF VICKSBURG LAND AND
COUNTY ROAD 9 (80051)
WHEREAS, Plymouth Covenant Church has requested approval of a site plan and
conditional use permit for a church to be located in the northeast quadrant of
the intersection of Vicksburg Lane and County Road 9; and,
WHEREAS, the Planning Commission has reivewed said request at a duly called
public hearing and recommends its approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request of Plymouth Covenant
Church for site plan approval and conditional use perm4t approval for a church
to be located in the northeast quadrant of the intersection of Vicksburg Lane and
County Road 9 subject to the following conditions:
1. Compliance with the City Engineer's Memorandum,
2. All waste and waste containers shall be stored within the structure and no
outside storage is permitted.
3. Compliance with City Council Policy Resolution No. 79-80 regarding minimum
floor elevations for new structures in subdivisions or on sites adjacent to
or containing any open storm water drainage facility.
4. Location of fire hydrants and fire lanes per City Code.
5. Compliance with the Ordinance regarding curbing and drainage requirements
for this site.
6. Submission of required financial guarantee for completion of the site
improvements termed for 24 months.
7. The signage shall be installed in accordance with -the submitted site plan
and detailed sign information.'

8. Provisions for a 30 foot wide right-of-way for trail purposes, above the
100 Year Flood Elevation, extending north/south, westerly of Turtle Lake,
per detailed plans to be submitted to and approved by the City Engineer.
9. Any expansion of the building, of the seating capacity or of the site shall
be subject to Ordinance approval requirements.
10. The landscape materials shall be adjusted and arranged to provide screen-
ing along the parking area in the west side along Vicksburg Lane and around
the northwest corner of the lot from the adjacent residential neighborhood
and shall meet ordinance requirements for screening and buffering.
11. Petitioner shall petition for consolidation of the property into a single
parcel prior to issuance of permits.
