moved Its adoption:
RESOLUTION NO, 80-703
ESTABLISHING POLICY AS TO ADMINISTRATIVE PROCEDURE IN IMPLEMENTING ZONING ORDINANCE
PROVISION FOR ADMINISTRATIVE APPROVAL OF MINOR STRUCTURAL ADDITIONS,
WHEREAS, the City Zoning Ordinance provides that pro ed minor structural additions
involving ten (10) percent or less of the existing froor area which meet all ordinance
requirements may be approved by the Zoning Administrator prior to a building permit
being issued shall not require Planning Commission or Council reviewt
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTHO
MINNESOTA, that it should and hereby does adopt the followtng as city policy to be
used by Administrative Staff in implementing that Ordinance requirement:
1. The provision shall apply to all permitted residential and non-residential uses
which are subject to the site plan approval requirements of the Ordi-nance. The
provision shall not apply to conditional uses which are subject by law to public
hearing by the Planning Commission and City Council.
2. The provision shall apply in the cases of new developments which have received
City Council plan approval but for which building permits have yet to be taken;
and shall apply to existing development for which there is on file a City
Council approved site plan.
3. Compliance with all Ordinance requirements shall be construed to Include all
adopted policies.
4. Any variances from Ordinance and policy requriements shall be subject to the
established review and hearing procedures for plan and variance approval.
5. Unresolved disputes as to Administrative application -of Ordinance requirements
shall be referred to the Planning Commission and City Council per normal plan
review and approval procedures.
6. Plans submitted for minor structural additions under the terms of this policy
and the Ordinance provision shall be the same as those required by the Ordinance
for site plan approval.
7. A copy of plans approved under this Ordinance provision and policy shall be
appropriately certified by the Zoning Administrator and placed on file with the
City Council approved plans.
The motion for the adoption of the foregoing Resolution was duly seconded by;
and upon vote being taken thereon, the
