Pursuant to due call and notice thereof, as ecial meeting of the City
Council of the City of Plymouth, Minnesota, was held on the 2nd day of
September , 1980 . The following members were present: ayor unt,

Councilmember Davenport introduced the following Resolution and moved
its tion:
RESOLUTION NO. 80-624
RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT
PROJECTS 611, 807, 853, 911
DOWNTOWN PLYMOUTH AND VICKSBURG LANE AREA
WHEREAS, a contract has been let for the improvement of:
1. Vicksburg Lane from State Highway No. 55 to Old County Road 9
2. Old County Road 9 from Vicksburg Lane to its intersection with New County
Road 9
3. New County Road 9 from Vicksburg Lane to Old County Road 9
4. Plymouth Boulevard from New County Road 9 to State Highway No. 55
5. 37th Avenue from Vicksburg Lane east to its terminus
6. 36th Avenue from Vicksburg Lane to Plymouth Boulevard
7. 35th Avenue from Plymouth Boulevard west to its terminus
8. 34th Avenue from 35th Avenue to Plymouth Boulevard
9. 34th Avenue from Plymouth Boulevard northeasterly to its terminus
10. 32nd Avenue from Plymouth Boulevard to Caranaugh's 4th Addition
11. Sanitary sewer trunk line from 34th Avenue North to Fernbrook Lane
by the installation of watermain laterals and trunk facilities, sanitary sewer
laterals and trunk facilities, storm sewer, pedestrian underpass, bituminous street
with concrete curb and gutter, and all necessary appurtenances and the contract
price for such improvement is $4,168,164.17, and the expenses incurred or to be
incurred in the making of said improvement amount to $756,700.71, so the total
cost of the improvement will be $4,924,864.88, and of this cost the city will
pay $362,706.30 as its share of the cost;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The cost of such improvement to be specially assessed is hereby declared
to be $4,562,158.08.

2. It is further determined that the following charges for water trunk
main, pumping and storage facilities and sanitary sewer trunk facilities
for the above referenced project shall be applied to the existing land
use zonina.
Water Area
Residential: $475.00 per 1/2 acre lot or $950.00 per acre
Commercial: $1,425 per acre
Sanitary Sewer Area
Residential: $300.00 per 1/? acre lot or $600.00 per acre
Commercial: $900.00 per acre
3. The City Clerk, with the assistance of the City Engineer, shall forthwith
calculate the proper amount to be specially assessed for such improvement
against every assessable lot, piece or parcel of land within the district
affected, without regard to cash valuation, as provided by law, and shall
file a copy of such proposed assessment in the office of the Clerk for
public inspection.
4. The Clerk shall, upon the completion of such proposed assessment, notify
the Council thereof.
The motion for the adoption of the foregoing Resolution was duly seconded
